Ho Chi Minh City is promoting the green transport transition, with support from Vingroup and other departments. At a meeting on April 16, Chairman of the City People's Committee Nguyen Van Duoc emphasized the implementation of green transport in Can Gio and Con Dao to promote sustainable development and reduce greenhouse gas emissions. The plan includes installing charging stations and converting buses to electric, towards a greener Ho Chi Minh City.
Con Dao and Can Gio will be covered with green traffic
According to the Chairman of Ho Chi Minh City, green transformation is an inevitable trend, and also a task assigned by the Party and State to localities to implement. This is also a new driving force for the development of Ho Chi Minh City now and in the future.
Appreciating the suggestions and recommendations from Vingroup to accelerate the green transformation process, Mr. Duoc said that the upcoming workload is huge, while there is not much time left. Therefore, departments and branches need to actively support businesses to deploy quickly to achieve high efficiency.
"What is right, what is right, what is beneficial to the people must be done immediately. The spirit is to simplify administrative procedures, creating the most favorable conditions for businesses. For example, installing charging stations, locations such as supermarkets, apartments, high-rise buildings, public areas... wherever is convenient, ensuring regulations must be implemented immediately to serve the people," said Mr. Duoc.
The Chairman of the City People's Committee also asked VinUni University to support the development of a green transformation project for the city.
At the same time, Vice Chairman of the City People's Committee Bui Xuan Cuong was assigned to directly direct the implementation. Relevant departments and branches reviewed and identified priority areas to include in the action plan, with the focal point being the Ho Chi Minh City Institute for Development Studies.
Regarding the scope of the project, Mr. Duoc suggested studying the scale of a new city and new urban area. In the spirit of Ho Chi Minh City being the core center, Binh Duong and Ba Ria - Vung Tau being satellite cities.
Giving specific suggestions on green transportation in some areas, the City Chairman said that it is possible to implement a green transportation model, covering 100% of electric vehicles in Can Gio and Con Dao. Can Gio is the green lung of the city, oriented to develop into an eco-tourism area. Con Dao is also a famous tourist destination, with a small area, very convenient for implementing comprehensive green transportation, he said.
Chairman Nguyen Van Duoc asked Vingroup to study a comprehensive plan for green transportation for these two areas. For the green transportation sector, the City Department of Transport and Public Works will take the lead in coordinating implementation.
In addition, the city also asked Vingroup to support the construction of an automatic air monitoring system to monitor and warn of flooding, temperature, greenhouse gas emissions and environmental pollution from traffic activities in the city.
“This data will be integrated into information panels on public transport systems, such as buses, to provide information to people – similar to weather reports,” Mr. Duoc suggested.
Ms. Le Thi Thu Thuy - Vice President of Vingroup Corporation - said that with the policy of green future and green development, the corporation has been making efforts and accompanying the Government's policy of implementing commitments to reduce greenhouse gas emissions.
"Green transformation is the process of moving from the old to the new, which is very difficult and costly. To the extent possible, Vingroup is always ready to support the city, and also hopes that the city's departments and branches will support the green transformation process to be carried out quickly and effectively," said Ms. Thuy, adding that from the contacts assigned by the Chairman of the City People's Committee, the group will develop a plan and start implementing research.
Green transportation will be easily implemented in the expanded Ho Chi Minh City.
According to experts and businesses, the city currently has special mechanisms and policies to deploy and develop green transportation. In particular, Resolution 98 of the National Assembly also has mechanisms and policies to support and encourage people to use clean energy vehicles and to divide some areas to control vehicle emissions.
When the expanded Ho Chi Minh City is formed, these mechanisms and policies can be applied to new urban areas in Binh Duong and Ba Ria - Vung Tau areas.
Regarding the implementation process, in phase 1, the Ho Chi Minh City Department of Transport has completed the project with policies to support the conversion of buses to electric use.
The highlight of the project is the 85% loan policy, the transport unit only pays a fixed interest rate of 3%/year within 7 years. This is considered the best support ever in the bus sector in Ho Chi Minh City.
To put charging station infrastructure one step ahead, the Department of Transport and Public Works is also finalizing charging station criteria and reviewing possible installation locations.
At the same time, the project also proposed to allocate public investment capital and have support policies, calling on businesses to participate in investing in covering bus stations, depots and passenger terminals.
In phase 2, the city will conduct research on converting road vehicles; support, incentive, incentive mechanisms and policies, and roadmap for conversion implementation, and solutions for zoning emissions, such as Can Gio and some central areas.
The Public Transport Management Center is bidding for consulting services to develop the project, expected to be completed in the third quarter of 2025.
"Thus, this year, mechanisms and policies to support the development of electric buses and charging stations in Ho Chi Minh City will be issued. In addition, under the direction of the City, the Department of Transport and Public Works is also researching and evaluating the expansion of the project scope based on the scale of the new city.
"Researching to expand the scope of the project will help the implementation of green transport to be smooth and convenient after the completion of the merger of provinces and cities," said Mr. Tran Quang Lam - Director of the Department of Transport and Public Works of Ho Chi Minh City.
