According to the report of Muong Nhe district, up to now, the district has conducted field measurements and established cadastral maps for 32,751.74ha/31,596ha (reaching 103% of the plan). Of which, 13,571.21ha of forested forestry land (reaching 109% of the plan); 19,909.13ha of non-forested forestry land (reaching 103% of the plan). The district has allocated land and granted land use right certificates to 2,012 forest owners with an area of 20,939.18ha (reaching 66%). Of which, for forested forestry land: Area allocated and granted land use right certificates is 11,899.75ha (reaching 95% of the plan); non-forested forestry land allocated and granted land use right certificates is 9,039.42ha (reaching 47%).
Although positive results have been achieved, the area of land use approval for land allocation plans and issuance of land use right certificates for non-forested forest land is lower than the allocation plan; the area that has not been reviewed and does not meet the conditions for granting certificates is still relatively large. The progress of implementation is still slow compared to the general requirements of the province.
Currently, in Muong Nhe district, there are 2 communes that have not been surveyed, 9 communes have been surveyed but not yet completed and there are many changes that have not been updated or adjusted to the cadastral map. Therefore, Muong Nhe district proposes that the Provincial People's Committee support the district with funding to conduct cadastral surveys and re-surveys for communes that have had major changes such as: Muong Toong, Muong Nhe due to the arrangement of residential areas according to Project 79.
Chairman of the Provincial People's Council Lo Van Phuong suggested that Muong Nhe district, in the process of reviewing land and forest allocation and granting land use right certificates, should ensure social security and not affect the interests of the people. The district People's Committee directed the People's Committees of communes to separate and not include forest allocation in the process of reviewing crop rotation. The district needs to work directly with specialized units to adjust the planning of 3 types of forests between areas to be included, removed, and relocated; especially some areas of cultivated land of households, residential areas, residential land planning, and production land under Project 79 are planned for forests. The recommendations of the district and the monitoring team will be compiled and recommended to relevant levels and sectors for consideration.
Previously, Working Group No. 1 conducted monitoring at a number of organizations, communities, individuals, and households in Ta Ko Khu village (Sin Thau commune), Muong Nhe Nature Reserve, and Nam San 1 village (Muong Nhe commune).
