
According to the report of the Town People's Committee , the application of information technology (IT) in the area has achieved many positive results . The town's electronic information page operates regularly and effectively, promptly informing the people about the direction and administration, the socio-economic situation, national defense and security and the document system. 100% of cadres, civil servants and public employees in state agencies are equipped with computers for work. The Town People's Committee has deployed shared software such as: Document management and administration, completely sending/receiving documents online, implementing digital signatures. The system of meeting rooms and online conferences ensures good technical conditions for online meetings from the Central, province, town to communes and wards. The rate of digitally signed electronic documents exchanged on the network environment (except for confidential documents) of agencies, units at the town level and People's Committees of communes and wards reaches 96.86%.

The leaders of the Town People's Committee explained and clarified the contents requested by the working group. The focus was on the propaganda of administrative reform and digital transformation to officials and people; the effectiveness and difficulties in using software to manage documents and administrative procedures ; difficulties and obstacles in resolving online connections of administrative procedures related to the land sector ; the implementation of online public services according to Project 06 ; the inspection and supervision of administrative reform and digital transformation in the locality every year, the responsibilities of relevant organizations and individuals; funding for investment in administrative reform associated with digital transformation... The town leaders also pointed out the limitations of administrative reform associated with digital transformation in the locality, such as: Officials in charge of administrative reform associated with digital transformation are holding concurrent positions, so they face difficulties in implementation; the level of people is uneven, and there are limitations in accessing information technology applications; The high rate of people without electronic accounts and smart devices has greatly affected cashless payments and expenses.
The Town People's Committee proposed that the Provincial People's Committee continue to open training courses for officials and civil servants on administrative reform associated with digital transformation ; supplement funding sources to effectively implement administrative reform associated with digital transformation in the coming time. The payment of fees and charges in handling administrative procedures is directly linked to the banking system so that citizens can pay directly from their bank accounts to the accounts of the units handling administrative procedures without having to register an intermediary account to make transactions.
Comrade Giang Thi Hoa highly appreciated the initial results achieved by Muong Lay town in administrative reform and digital transformation. At the same time, she requested the town People's Committee to promptly complete the report contents and data requested by the working group. The town delegation's proposals and recommendations will be received and sent to the provincial People's Committee and competent authorities for consideration and resolution.
