Gia Lai: Arrange local military organization according to policy, operate effectively

(GLO)- After more than 1 month of carrying out military and defense tasks when organizing a 2-level local government, the Provincial Party Committee - Military Command has advised the Provincial Party Committee and Provincial People's Committee to lead and direct the timely, comprehensive, synchronous and effective implementation of local defense and military tasks.

That is the result given by the Provincial Military Command (CHQS) at the conference to review experiences in merging and dissolving military units in the province.

The conference was held on August 8 and chaired by Colonel Nguyen The Vinh - Member of the Provincial Party Standing Committee, Commander of the Provincial Military Command.

Right policy, right conclusion and right roadmap

According to the report at the conference, the Provincial Military Command has strictly implemented the Decisions of all levels on the merger, dissolution, establishment of Border Guard Command, Regional Defense (PTKV) and reorganization of 135 Commune-level Military Commands. Directed the strict handover of 28 District-level Military Commands to 6 PTKV Commands; organized the announcement of the decision to dissolve 373 Commune-level Military Commands, establish 135 new Commune-level Military Commands; and handed over the decision to appoint the command positions of Commune-level Military Commands according to regulations.

According to Lieutenant Colonel Pham Ngoc Canh - Deputy Chief of Staff of the Provincial Military Command, the outstanding result after more than 1 month of implementing military and defense tasks (QS, QP) when organizing a 2-level local government is the work of arranging the local military organization in accordance with the policies, conclusions and roadmap of the superiors; ensuring the basic completion of building a "refined, compact, strong" provincial military force.

In particular, the Party Congresses at all levels and the Provincial Military Party Congress for the 2025-2030 term were successfully held, becoming a broad political activity. "The Provincial Military Command also directed units to fully develop a system of documents, organize training to change to combat readiness status, and prepare for a 2-level, 1-sided Command-Staff exercise on the map as intended by the Military Region," said Mr. Canh.

Notably, the Provincial Military Command has effectively implemented mass mobilization work, Army policies, Army rear areas, and activities of "repaying gratitude" and "remembering the source of water". On July 27 alone, units in the Provincial Military Command organized visits and presented gifts to people with meritorious services with a total amount of over 65 million VND; coordinated with relevant units to visit, present gifts, and provide medical examinations to ethnic minorities, policy families, and families in difficult circumstances in Gao commune with a budget of nearly 180 million VND.

According to Colonel Mai Kim Binh - Political Commissar of the Provincial Military Command, the unit also advised the Provincial People's Committee to organize a meeting to celebrate the 80th anniversary of the Provincial Armed Forces' Traditional Day. Directing agencies and units to organize political education , political and current affairs announcements, and legal education dissemination according to plan. Organizing and launching a peak emulation campaign with the theme "Promoting the tradition of the heroic Zone 5, raising the August red flag, competing for 3 first prizes" and the emulation movement "Provincial Armed Forces compete in innovation, digital transformation" and "Digital education for the masses".

“We also directed to strengthen management and ideological orientation for the provincial military cadres after the merger. Through understanding the situation, the cadres and soldiers feel secure, ready to receive and complete assigned tasks well,” said Mr. Binh.

Focus on building a strong national defense

Besides the achieved results, the implementation of military and defense tasks from the provincial Military Command to the commune level still revealed many difficulties and inadequacies.

For example, after the merger, the number of officers of the Commune Military Command was small, their qualifications and working capacity were uneven, and the implementation of local military and defense work encountered many difficulties. The functions, tasks, and coordination between the PTKV Command and local Party committees and authorities were not really clear, causing difficulties and shortcomings in the coordination, exchange, leadership, direction, and guidance of implementation. The directives and instructions on force building and military recruitment were not synchronous, timely, and clear about the functions, tasks, responsibilities, and authority, leading to difficulties in implementation at the Commune Military Command and the PTKV Command. The equipment and facilities of the Commune Military Command were still lacking, not synchronous, and not smooth.

Colonel Nguyen Thanh Cong - Deputy Commander and Chief of Staff of the Provincial Border Guard Command said: "The border area of the province is large, deep, densely populated, the Border Guard force is thin, making it difficult to grasp the situation, manage the area, and handle related incidents. Moreover, the Border Guard Command is stationed far from the Provincial Military Command. The online television system has not been invested in thoroughly; conferences must be organized in person, the commanding officers attending the conference must be mobile, dispersed, and have a short time, affecting the implementation of tasks on the border line."

Speaking at the conference, Colonel Nguyen The Vinh highly appreciated the initial results in implementing the military and defense tasks when organizing the two-level local government. The Commander of the Provincial Military Command requested agencies and units in the provincial military to continue to thoroughly grasp and strictly implement resolutions and directives on defense zones, local military and defense tasks and border work.

Continue to thoroughly grasp and strictly implement regulations on combat readiness; strictly maintain combat readiness at all levels, especially on the occasion of National Day September 2. Closely coordinate with forces to grasp the situation in the airspace, sea, islands, borders, inland, peripheral, adjacent, cyberspace, advise on timely handling of situations, and maintain political security in the area.

At the same time, coordinate and cooperate with relevant forces to prepare forces and means to participate in responding to natural disasters and search and rescue; focus on improving the quality of training, drills, competitions and sports events at all levels in a strict and safe manner.
