On the morning of June 24, continuing the 5th session of the 15th National Assembly, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the hall the draft Law on Forces Participating in the Protection of Security and Order (BVANTT) at the grassroots level. General To Lam, Politburo member and Minister of Public Security, reported and explained the opinions of the delegates. On behalf of the drafting agency, Minister To Lam respectfully thanked the National Assembly delegates and relevant agencies, expressing his wish to continue receiving attention and opinions so that the draft law can be further improved.
Minister To Lam said that regarding the necessity of enacting the law, the majority of opinions agreed that it was necessary to enact the law, while some opinions suggested that a more specific assessment was needed. “On this issue, the Government has reported that the development and promulgation of the law comes from objective realities in ensuring security and order at the grassroots level, with a full political and legal basis. Incorporating the opinions of the delegates, we will coordinate with the relevant agencies to revise and complete the draft law to send to the National Assembly,” Minister To Lam affirmed.
Regarding the conformity with the Party's policies and guidelines, the constitutionality, the consistency of the legal system, and the feasibility of the draft law, Minister To Lam said that the majority of opinions agreed with the groups of adjustment policies of the draft law and believed that it was consistent with the policies and guidelines of the Party and State, ensuring its constitutionality, feasibility, and consistency with the legal system.
The draft law also closely follows and concretizes the Party's viewpoints and policies on continuing to perfect the legal basis for building, consolidating and maintaining the force participating in security and order protection at the grassroots level, perfecting and arranging the force, streamlining internal focal points associated with perfecting the functions, tasks, powers and responsibilities in the working relationships of each grassroots organization.
Minister To Lam also summarized the opinions of the delegates on the scope of the draft law; the position, functions, and tasks of the forces participating in the protection of security and order at the grassroots level and said that the majority of opinions agreed with the scope of the draft law; some opinions proposed to expand the scope of regulation to cover all mass forces participating in the protection of security and order at the grassroots level; the majority of opinions agreed with the provisions of the draft law; some opinions proposed to clarify the legal status, functions, roles, and positions of this force in participating in support and coordination, regarding the standards, qualifications, education, age, etc. of the participating forces. At the same time, Minister To Lam affirmed that the drafting agency will absorb and make appropriate adjustments.
Regarding the policies to ensure the operating conditions of the forces participating in protecting security and order at the grassroots level and assessing the impact of this group of policies, the Minister said that this is a major group of policies in the draft law, which has received much attention from National Assembly deputies.
“We will accept and report to the Government to direct research, organization, survey, assessment, and comprehensive statistics on the current status of organization and operation, policies and regimes to ensure operating conditions of this force and the impact of the draft law, related social relations as a basis for proposing contents in the draft law to ensure feasibility” – Minister To Lam affirmed, at the same time emphasizing that he will carefully study the opinions of delegates to complete the draft law.
