The Ministry of Construction has just sent an urgent dispatch to units in the industry and provincial and municipal Departments of Construction to proactively respond to storm No. 3 (Storm WIPHA).

Accordingly, the Ministry of Construction established a working group headed by the Ministry's leader (the delegation included leaders of the Vietnam Road Administration, Vietnam Maritime and Waterways Administration, Construction Infrastructure Department, and Department of Transport and Traffic Safety) to Hung Yen province (new) to coordinate with the locality in directing the response to storm No. 3 in the East Sea.

The Ministry of Construction requested the Vietnam Railway Authority and Vietnam Railway Corporation to direct units to strictly implement the patrol and guard regime at key works, locations, and key areas such as: weak bridges and roads, areas prone to flooding; steep mountain passes, areas prone to flash floods, falling rocks, landslides, railway areas downstream of dikes, irrigation dams, reservoirs... to be ready and proactive in responding promptly when incidents occur, ensuring absolute safety for people and vehicles.

In addition to directing units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time, the two agencies have plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in areas where trains must stop.

The Vietnam Maritime Administration directs maritime and waterway authorities to keep a close eye on the number of ships and water transport vehicles anchored in anchorage areas, river mouths, seaports, waters around islands and channels and guide ships to safe anchorage areas; coordinate with the local Command Committees for Disaster Prevention and Search and Rescue to take appropriate measures, resolutely requesting transport ships to move to safe anchorage areas; direct the Vietnam Maritime Search and Rescue Coordination Center to prepare forces and vehicles to participate in search and rescue when ordered.

Vietnam Maritime Electronic Information One Member Limited Liability Company Directs the coastal information station system to increase the broadcasting time to announce and warn about the direction of storm No. 3; instruct and call on ships to move away from or escape from dangerous areas to safe shelters.

The Civil Aviation Authority of Vietnam directs airlines and aviation service companies to closely monitor weather developments in the storm-affected areas to adjust or change flight schedules in the storm-affected areas accordingly to ensure absolute safety of flight operations; directs units to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

The Vietnam Road Administration directs the Road Management Areas to coordinate with the Departments of Construction and local authorities to organize on-duty, regulate traffic, assign guards, install buoys, barriers, and signals at flooded areas, overflowing tunnels, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (overflow tunnels, bridges, ferries, etc.) on national highways in areas affected by storms and floods; resolutely not allow people and vehicles to enter these locations to ensure traffic safety for people and vehicles.

Road management units prepare adequate supplies, arrange machinery, equipment and human resources at key locations that are frequently subject to landslides to proactively fix and ensure traffic in the fastest time, especially on key national highways.

The Department of Construction of provinces in the area affected by storm No. 3 coordinates with relevant units to inspect and review locations at risk of flooding, fix incidents caused by storms, rain, and floods, conduct traffic diversion, ensure smooth traffic; in which, focus on immediately inspecting and reviewing areas at risk of landslides and land subsidence on the assigned management routes, be ready to respond promptly when incidents occur to ensure safety for people and vehicles, have plans to arrange vehicles and equipment to promptly support people passing through flooded areas.../.
