To remove difficulties for localities in site clearance and implementation of newly decentralized tasks, the Provincial People's Committee has established two working groups and directed the Provincial Land Fund Development Center to send people to support.
Land price problem
The Resettlement Area Project (TDC) of more than 31 hectares in Tam Phuoc Ward, Dong Nai Province, people have drawn lots for land locations since the beginning of 2025, at the end of June 2025, the project held a groundbreaking ceremony for infrastructure construction. However, up to now, there is still no specific land price to apply, make a compensation and support plan.
Mr. Chu Tien Dung, Deputy Director of the Provincial Land Fund Development Center, the investor in the infrastructure construction of the resettlement area, said: "We are waiting for specific land prices to apply prices, develop compensation plans, and support organizations and individuals." Previously, the center had issued documents and worked directly with the ward People's Committee to urge implementation, but there were no results. The center recommended that the provincial People's Committee direct localities to speed up the progress of determining specific land prices to complete the site clearance work and speed up the progress of the resettlement area project.
In recent times, the specific land valuation work has been slow. In addition to the objective reasons of overlapping legal regulations on land prices and land finance, there are also subjective reasons such as: limited capacity and number of consulting units; coordination in providing information for valuation is still slow, lacking input information (basic design, land use type, etc.); the commune level has just been assigned the task and is still quite confused...

Similarly, the 49ha resettlement infrastructure construction project in Phuoc Tan ward is also stuck in this stage. Chairman of Phuoc Tan ward People's Committee Thieu Thi Minh Huong said: "The resettlement project aims to arrange accommodation for households whose land is recovered to serve the Bien Hoa - Vung Tau expressway. The ward has received documents requesting confirmation of land origin from the Provincial Land Fund Development Center, but has only confirmed 118/414 documents. Because there is no specific land price, it is not possible to establish a compensation and resettlement support plan."
According to Ms. Thieu Thi Minh Huong, because Phuoc Tan Ward did not merge with any other ward, there were not many additional staff. The ward has proposed that the Provincial Land Fund Development Center add 4 staff to support the work of determining the specific land price of the project, but this has not been met. In addition, the Ward's Land Valuation Council has been established, but there is no staff with a valuation certificate, so the ward proposed to add 1 staff with this certificate.
In addition to the above-mentioned difficulties, localities with land acquisition and clearance projects for industrial parks, highways, beltways, urban areas, etc. also face difficulties in finding land valuation consultants and financial resources to sign contracts with consulting firms; some types of crops have not yet been issued with additional unit prices as a basis for calculation and compensation plans.
According to Mr. Dinh Tien Hai, Deputy Director in charge of the Provincial Construction Investment Project Management Board, at the North-South Expressway Project, the Gia Nghia - Chon Thanh section (through the old Binh Phuoc province), the compensation, support and resettlement procedures have basically been completed. The determination of land prices and approval of compensation plans by localities are being implemented, and it is expected that the approval decision will be issued in November 2025.
Send provincial officials to support the grassroots
Specific land prices are issued by competent state agencies and applied to land areas and plots at a certain time. This is the basis for calculating compensation, support, and resettlement when the State reclaims land; at the same time, it is the basis for calculating financial obligations on land such as paying land use fees, land rent, taxes, and fees. This step is stuck, causing the site clearance work to be stuck, affecting the project progress.

At the online conference on the socio-economic situation of the Government with localities, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc said: The disbursement of public investment capital in the first 6 months of 2025 and 1 month after the merger was low. One of the main reasons is that compensation, site clearance, and resettlement arrangements are still slow, due to difficulties in perfecting the commune-level land valuation council, difficulty in selecting valuation units, unclear determination of the authority of the consulting unit, lack of annual land use planning, and inadequate compensation policies.
Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha also admitted that site clearance is a weak point in the disbursement of public investment capital. Therefore, the Provincial People's Committee has recently established two specialized working groups to resolve difficulties and problems in compensation, support and resettlement for projects. The members of the group are leaders of departments, the Provincial Land Fund Development Center and People's Committees of wards and communes with projects. These working groups need to be activated immediately to support localities in compensation and site clearance.
Along with that, the provincial leaders assigned the Department of Agriculture and Environment to urgently issue legal documents so that communes can confidently implement them; at the same time, immediately organize professional training for commune-level officials and civil servants, especially certificates on price appraisal.
For localities facing difficulties in determining and appraising land prices, the Provincial People's Committee directs the Department of Agriculture and Environment and the Provincial Land Fund Development Center to send staff directly to provide support. The Commune People's Committee closely coordinates with provincial agencies to speed up the work of confirming land origin, establishing and approving compensation plans, and ensuring land for projects in the area.
