In the document, the Ho Chi Minh City People's Committee said that on March 18, the Ministry of Finance and the State Appraisal Council issued a notice requesting the Ho Chi Minh City People's Committee to urgently review, explain, supplement and complete the appraisal of the NCTKT report of the Investment Project for the Construction of Ring Road 4 - Ho Chi Minh City, and seek the voting opinions of the members of the State Appraisal Council to submit to the Chairman of the Council for consideration and decision to sign and submit to the Government.

According to the Ho Chi Minh City People's Committee, to complete the NCTKT report, the Ho Chi Minh City People's Committee has sent an official dispatch requesting localities including Long An, Dong Nai, Ba Ria - Vung Tau to implement the contents as required by the State Appraisal Council. Including sending a written commitment on local budget capital to the Ministry of Finance and a written confirmation of data related to component projects in the provinces to the Ho Chi Minh City People's Committee.

Up to now, the People's Committees of Dong Nai, Ba Ria - Vung Tau and Long An provinces have issued documents on the commitment of local budget capital to participate in investment and complete project documents.

Binh Duong province has sent a document to Ho Chi Minh City People's Committee for comments on the project's NCTKT report.

Ho Chi Minh City Department of Finance has sent a document to the Ministry of Finance regarding the appraisal of capital sources and the ability to balance the budget capital of Ho Chi Minh City to implement the project under the public-private partnership (PPP) method.

To meet the schedule, the Government submitted to the National Assembly for consideration and decision on the investment policy of the Ring Road 4 Project - Ho Chi Minh City at the 9th session of the 15th National Assembly in May 2025. The People's Committee of Ho Chi Minh City requested the Ministry of Finance to review and complete the report on the appraisal results of the project's NCTKT report, submit it to the Chairman of the State Appraisal Council for consideration and signing to submit to the Government to report to the National Assembly.

According to the plan, Ring Road 4 - Ho Chi Minh City has a total length of 207km, passing through 5 provinces and cities. Of which, nearly 48km passing through Binh Duong province is being invested independently according to the project investment policy approved by Binh Duong Provincial People's Council.

With the remaining 159km passing through the four provinces of Ba Ria - Vung Tau, Dong Nai, Ho Chi Minh City, and Long An, a master project was established to submit to the National Assembly for approval of the investment policy.

The Ring Road 4 - Ho Chi Minh City Phase 1 project is proposed to be invested with a scale of 4-lane main highway and 2 emergency lanes, as a service road, and parallel roads on both sides. Land clearance will be carried out at once according to the scale of 8 complete lanes. The total investment of the project is nearly 123 trillion VND, implemented in the form of PPP, BOT contract.
