To ensure energy supply for the province's socio-economic development, this year the electricity industry has allocated about 15 trillion VND to implement projects.
Many large projects have been and are about to be completed
Dong Nai is a key locality in electricity use, the center connecting the Southeast region with the Central Coast, many large power projects are invested in the province.
Mr. Bui Quoc Hoan, Deputy General Director of the Southern Power Corporation (EVNSPC), said that in 2025, Vietnam Electricity Group and its affiliated units will implement 13 power source and grid projects ranging from 110-500kV in the province. To date, 2 projects have been put into operation, 6 projects are being implemented, and the rest are preparing to start construction.
“These are all important power source and grid projects, key national energy projects. These projects provide electricity for the socio-economic development of Dong Nai and the southern provinces in 2025 and the following years. At the same time, the projects contribute to ensuring the security and safety of the national power grid,” said EVNSPC Deputy General Director.
In 2025, the electricity sector plans to allocate about 15 trillion VND to implement electricity projects in the province. Of which, 110-500kV grid projects cost about 10 trillion VND, Tri An Hydropower Plant expansion costs nearly 4 trillion VND, and the rest are 110kV grid projects.
Regarding this issue, Mr. Do Huu Hoang, Deputy Director of Dong Nai Power Company Limited (PC Dong Nai), said that in 2025, the company plans to invest in 11 new 110kV power projects, renovate and upgrade a number of 110kV grid projects and transformer stations, and invest in new 22kV grid projects. To date, 2 110kV projects have been energized, the rest are under construction and about to start construction.
According to PC Dong Nai, currently, some areas of the power grid are operating at full load. If this situation continues for a long time, it will cause the voltage on the grid to decrease, causing energy loss and reducing transmission efficiency, possibly causing power outages, affecting the life of equipment...
Mr. Cao Quang Quynh, member of the Board of Directors of Vietnam Electricity Group (EVN), said that Dong Nai is a key area of EVN in electricity supply, therefore, many key energy projects are invested in the province. In order for the projects to be implemented, completed and put into use as planned, Mr. Quynh requested the Provincial People's Committee to direct departments, branches and localities to support investors in site clearance, investment policy issuance and project construction.
In addition to the electricity sector projects, this year, the province will have 2 thermal power projects put into operation. That is Nhon Trach 3 Power Plant Project, expected to generate commercial electricity in August 2025 and Nhon Trach 4 Power Plant, expected to generate commercial electricity in November 2025. When operating, the plants will add about 9 billion kWh of electricity to the national power system.
Proposal to implement the largest solar power project ever
A key national power project expected to start construction in May 2025 is the Tri An Hydropower Plant expansion in Vinh Cuu District. The project is invested by EVN, belongs to Group A industrial projects, has a total investment of more than 3.9 trillion VND, and a capacity of 200 MW. The project is expected to increase the ability to mobilize capacity for loads in the Southern region, contributing to improving the power system, thereby contributing to reducing production costs of the national power system.

In addition to the projects that have been planned for implementation, EVN also proposed to implement a 1,000 MW floating solar power project on Tri An Lake, Vinh Cuu District. If implemented, this will be the largest solar power project in the province to date.
“Recently, EVN has registered to implement a 1,000 MW floating solar power project on Tri An Lake. The advantage of the group is that it has an available power grid system, and the combination of operating floating solar power and Tri An hydropower is the optimal power production solution. The group hopes that the province will support the implementation of this project to ensure electricity supply for the province and the whole country,” Mr. Cao Quang Quynh, member of EVN’s Board of Directors, suggested.
According to Mr. Thai Thanh Phong, Deputy Director of the Department of Industry and Trade, in recent times, as an advisory body for the province in the field of energy, the department has been urging investors to implement new projects according to the power development plan; proposing to upgrade and renovate old works to ensure electricity supply for production, daily life and other activities.
Dong Nai has large power source and grid projects such as: Nhon Trach 3 and 4 Power Plant, Tri An Hydropower Plant expansion, 110-500kV power lines. The above projects provide enough energy for the province to develop its socio-economy, operate airports and seaports; and form new industrial parks and urban areas.
Vice Chairman of the Provincial People's Committee Duong Minh Dung stated that electricity is an important infrastructure to ensure the target of double-digit growth. To ensure energy sources for socio-economic development, from now until 2030, the electricity sector will allocate resources to implement power source and grid projects according to the Provincial Planning and Power Planning VIII. For projects planned to be completed this year or about to be implemented that are still stuck in investment procedures, land, and planning adjustments, the electricity sector will closely coordinate with provincial and local departments, branches, and sectors to resolve these issues.
