High-speed railway project on the North-South axis through Lam Dong province: Taking part with a spirit of urgency and responsibility

Accordingly, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai emphasized that this is an important project that the Party and Government are interested in. At the same time, it is considered a driving force for the country to transform in the coming time.

Currently, the Party and the State have had related contents and specific policies to remove obstacles for this project. Therefore, the leaders of the Provincial People's Committee requested the communes and wards where the project passes through and the relevant departments and branches to participate with a sense of urgency and responsibility, to achieve the set goals. It is necessary to determine that after this project is completed and put into operation, Lam Dong province will have a lot of potential for exploitation and development.

The Vice Chairman of the Provincial People's Committee assigned the Provincial Civil and Industrial Construction Investment Project Management Board (Project Management Board No. 2) to be the investor of the resettlement areas. Therefore, the unit needs to make efforts with the highest sense of responsibility, together with relevant localities and departments to review and propose the work of the resettlement areas, from which specific instructions will be given.

The provincial leaders determined that Ham Kiem Resettlement Area is expected to be selected to hold the groundbreaking ceremony. Therefore, they requested that relevant departments and localities focus on implementation and report the review results to the Provincial People's Committee on July 24, 2025.

Regarding the remaining resettlement areas, localities need to immediately organize land inventory within the area. This includes the proposed land recovery plan, resettlement site clearance, and funding sources. In particular, localities need to determine the area of land the project will pass through, and strictly manage the land; and not allow the planting of trees or construction of houses on project land.

The Provincial People's Committee assigned the Department of Construction to advise the Department of Home Affairs to advise the steering committee and the working group of the Project Clearance Steering Committee; coordinate with communes to determine the current land status, guide resettlement procedures... The Department of Finance is concerned with capital sources and reports to competent authorities.

Previously, reporting at the meeting, the leader of the Department of Construction said that the project was approved in principle by the 15th National Assembly in Resolution No. 172/2024/QH15 dated November 30, 2024. The project passes through Lam Dong province with a length of 156.5 km, 2 stations, including Phan Ri Station in Bac Binh commune and Phan Thiet Station in Binh Thuan ward, 4 maintenance stations, and an expected site clearance area of 936 hectares. The project scope passes through 18 communes and wards including Tuy Phong, Vinh Hao, Lien Huong, Phan Ri Cua, Bac Binh, Hong Thai, Hoa Thang, Luong Son, Song Luy, Hong Son, Ham Thuan, Ham Liem, Ham Kiem, Tuyen Quang, Ham Thuan Nam, Tan Lap, Tan Minh and Binh Thuan.

The total resettlement demand of the project is about 1,150 households, the resettlement plan is for 45 households to be resettled in existing residential areas, the remaining 1,105 households are expected to build 9 new residential areas for resettlement with a total cost of about 447 billion VND, a total area of 28.47 hectares, and a scale of 1,465 plots of land.

Also at the meeting, representatives of relevant departments, branches and localities basically agreed on the contents that have been implemented. On the other hand, some localities still face difficulties in the implementation process such as the planning of resettlement areas without state land sources or not yet included in the planning... Most communes and wards where the project passes through said that they will focus on removing difficulties, quickly reviewing, inventorying and soon developing plans for site clearance...

It is known that the meeting took place to promptly deploy the tasks directed by the Prime Minister at the Online Conference of the Third Session of the Steering Committee for Key Works and National Important Railway Projects and the conclusion of Deputy Prime Minister Tran Hong Ha directing to focus on completing site clearance and resettlement work and selecting a number of important locations to organize the groundbreaking ceremony, starting the resettlement areas to serve the site clearance work of the Project on August 19, 2025.
