On the morning of December 20, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, chaired a meeting to listen to reports from provincial agencies and units on the work of reviewing, arranging, and streamlining the organizational apparatus in the spirit of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee.

At the conference, the provincial agencies and units reported an overview of the leadership and direction in reviewing and streamlining the organizational apparatus in accordance with the direction of the Provincial Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Central Executive Committee; discussed, analyzed, and assessed the current status of the staff, civil servants, and public employees, and proposed plans to arrange departments, offices, and units to ensure leanness, strength, efficiency, effectiveness, and efficiency.

Accordingly, provincial agencies and units subject to reorganization under the direction of the Central Government are expected to reduce 2 agencies under the Provincial Party Committee; 3 executive committee; 7 party groups; down 1 Provincial Party Committees; reduce 7 specialized agencies at the department level; reduce about 42 department-level agencies, equivalent to about 30% Department-level focal points and equivalent at departments, branches, and units implementing the arrangement, excluding public service units of the health and education sectors.

At the meeting, agencies and units not subject to rearrangement also proactively proposed reducing 7 specialized departments and 5 affiliated units.

Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, affirmed: Implementing Resolution No. 18-NQ/TW, Quang Ninh province has seriously and comprehensively deployed it from the province to the grassroots level. Up to now, there have been 2 agencies and units under the province that have become models for the whole country in implementing the arrangement and streamlining of the apparatus in the spirit of Resolution 18-NQ/TW, which are the Provincial Communication Center and Nguyen Van Cu Cadre Training School.

The Standing Deputy Secretary of the Provincial Party Committee requested that in the coming time, all levels and sectors need to be more drastic in reviewing and arranging the functions and tasks of departments and divisions within agencies and units to ensure the improvement of quality and efficiency of operations in accordance with the direction of the Central Government, the Government and ministries and sectors; be proactive in planning, arranging and assigning staff for new models; plan to build job positions; review all steering committees that agencies are assigned to act as standing agencies, propose to maintain steering committees that are really necessary; make recommendations and proposals for redundant department-level leaders and mechanisms and policies for cadres, civil servants and public employees who wish to resign.

He requested that agencies and units complete the report on the implementation of the arrangement and send it to the Provincial Steering Committee on December 21, 2024 for synthesis and reporting to the Standing Committee and the Provincial Party Committee, through which the Provincial Party Committee will report to the Central Steering Committee on December 25.
