The working session was held online to 102 communes/wards in the province.
According to the report of the Department of Finance, implementing Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, in the province, there are a total of 2,608 subjects who have had decisions to retire, with a total estimated funding need of more than 2,869 billion VND.

As of August 9, 2025, payments have been made to 709 beneficiaries, with a total amount of more than VND 704 billion. The remaining number to be paid is 1,899 beneficiaries, with an estimated cost of nearly VND 2,165 billion.
The Department of Finance has sent a document requesting communes and wards in the western region of the province to synthesize reports on needs and conduct appraisal of the dossiers submitted by units with a number of 1,118 subjects, with an estimated budget of more than 1,296 billion VND. Up to now, 42 communes have sent official dispatches and appraisal reports, while 26 communes have not yet sent them to the Department of Finance.

At the same time, a document was sent requesting the communes and wards in the Eastern region to review the approved subjects to advise the Provincial People's Committee to allocate additional funds to pay for 644 subjects, with a funding need of more than 634 billion VND. Up to now, 27 communes have sent official dispatches and reports, while 7 communes have not sent them to the Department of Finance.

At the meeting, delegates spent a lot of time reporting on the implementation of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP. At the same time, they shared about the difficulties and problems in the past time.
Specifically: a large number of subjects have not been appraised, causing difficulties for the Department of Finance in synthesizing and receiving documents to continue appraising payment costs; many communes have not yet submitted reports to the Department of Finance; many units have submitted incomplete documents, and the synthesis still contains incorrect information, so the Department of Finance must compare, discuss and re-check with the units, which takes a lot of time.

Concluding the working session, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Committee Ho Thi Nguyen Thao requested the departments, branches and localities of the province to review and promptly send the dossier to the Department of Finance for appraisal. At the same time, carefully check the dossier before sending it to the Department of Finance to synthesize the funding needs and request the Ministry of Finance to supplement the province to implement the payment of policies and regimes.
In addition, it is necessary to carry out the appraisal work strictly, in accordance with regulations and on schedule, within the set time frame; it is necessary to guide localities on specific criteria to ensure the process of implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system.
