This morning, October 31, the National Assembly discussed in groups the draft Resolution on the organization of urban government in Hai Phong City and the establishment of Hue City under the central government. Regarding the draft Resolution on the organization of urban government in Hai Phong City, delegate Ha Sy Dong expressed his agreement with Resolution 35/2021/QH15 dated November 13, 2021 of the National Assembly (Resolution 35) on piloting a number of specific mechanisms and policies for the development of Hai Phong City. In particular, some contents of this resolution have not been implemented and the preliminary report of Hai Phong has not clearly stated which contents have been implemented, which contents still exist, need to continue to be implemented, and the causes of these shortcomings.

Therefore, according to the grassroots delegates, passing this new resolution is not really necessary and convincing. The delegates pointed out and gave a few examples that in Resolution 35, Hai Phong still has many contents that have not been implemented such as: not issuing policies on fees and charges to increase budget revenue, adjusting the behavior of consumers, businesses, resources for infrastructure development...

According to the delegate, after Resolution 35 was issued, the Prime Minister issued Decision No. 899/QD-TTg dated July 31, 2023 on the National Strategy on Attracting and Reusing Talents to 2030, with a vision to 2050, stipulating the responsibilities of localities in implementing 6 contents related to the talent recruitment plan. However, Hai Phong has not yet issued a strategy to attract high-quality human resources, and specific policies have been approved by the National Assembly to meet the city's development requirements.

The delegate suggested that the drafting committee should compare the provisions of current laws, and in the immediate future, focus on implementing Resolution 35 of the National Assembly, according to which the implementation period is 5 years, while there are policies that have not been implemented and the proposed amendments are not sufficiently grounded. The amendments and supplements should be studied and added to the 2025 Ordinance development program, and then a resolution replacing Resolution 35 would be more appropriate.

Delegate Ha Sy Dong highly agreed with the establishment of Hue City under the central government because Thua Thien Hue province has a long history and culture, was the capital of the Nguyen Dynasty during the feudal period, is the only place in Southeast Asia in general and Vietnam in particular that has 8 cultural heritages recognized by UNESCO and since 1993 has become an official member of the international cultural heritage network. The standard of Hue City under the central government has the nature of the first heritage city in our country. The delegate suggested that the central government should pay attention to issuing some more policies when Thua Thien Hue province becomes Hue City under the central government.

Sharing the same view, delegate Hoang Duc Thang highly agreed with the contents of the Government's dossier on the establishment of Hue City under the central government, on all aspects of political basis, legal basis, and practical basis.

The delegate emphasized that, up to this point, Thua Thien Hue has had the “necessary and sufficient” conditions to become a centrally-governed city. Hue becoming a centrally-governed city will also spread and promote the development of neighboring provinces, including Quang Tri; the Central region will have two adjacent centrally-governed cities, Da Nang and Hue. This will become the driving force for the development of the Central region in terms of economy, society, politics, security and defense.

However, delegate Hoang Duc Thang is still hesitant when Hue City is under the central government. When "wearing a new coat", the immediate change is that the government organization will change from "rural government" to "urban government", the obvious benefit is that the titles are changed to suit, the regime and policies for the team of cadres, civil servants and public employees also benefit. But according to the delegate, the value of the change inside is the core issue, what will the people get and how will it be implemented to achieve the goal of improving the quality of people's lives? This is not only the effort and struggle of Thua Thien Hue province but also requires attention and support from the central government so that the set goals become reality, so that the people are not disappointed.

The delegates also pointed out many challenges for Thua Thien Hue: the rural area from the border of Quang Tri province to Lang Co is a lagoon area, besides, Thua Thien Hue has two mountainous districts (Nam Dong and A Luoi), the people's lives are still very difficult. To bring these localities together with Hue city to the finish line is a very difficult and challenging "problem", requiring Thua Thien Hue to overcome.

The delegate suggested that Thua Thien Hue province is currently implementing a special mechanism according to Resolution 38. When transferring to urban government, it is necessary to review and review to see if there are any policies that need to be changed; it is necessary to evaluate and "early summarize" Resolution 38 to consider issues that need to be supplemented to suit Thua Thien Hue in the new period.

Delegate Hoang Duc Thang suggested that the drafting committee should pay attention to the issue of the name in the resolution, and should explain the removal of the two words "Thua Thien" and should do so based on the opinions of the people of Thua Thien Hue province.
