One of the typical projects is the Social Housing Project of the Bank Hill Residential Area. The project started construction in June 2023, was inaugurated and put into use on August 19, 2025, nearly 1 year ahead of schedule. The project consists of 2 high-rise buildings, 560 apartments, with a total floor area of about 45,000m² (35-70 m²/apartment), designed to meet the needs of workers, low-income employees, and young civil servants. Eligible households and individuals who buy a house also enjoy preferential credit policies from the social housing support loan package, low interest rates, long loan terms, creating favorable conditions for settlement.
The success of this project demonstrates the province's determination to implement Resolution No. 42/NQ-CP of the Government on promoting the development of social housing; especially Decision No. 444/QD-TTg (dated February 27, 2025) of the Prime Minister approving the Social Housing Development Plan for the period 2025-2030. According to this decision, Quang Ninh province was assigned the target of completing 17,588 social housing apartments, an average of about 2,930 apartments/year. By the end of July 2025, the province had completed 1,290 apartments, reaching about 60% of the annual plan; the remaining units are being accelerated by investors to reach the finish line by the end of the year.
Notably, the social housing development policy in the coming time will also receive important supplements from Resolution No. 201/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to promote social housing development. On that basis, the province has concretized them through action programs, and at the same time integrated the policy into the socio -economic development planning, to ensure that social housing development is in the right direction, practically serving the needs of the people.
To implement the goal of developing social housing in the period of 2025-2030, the province is implementing many projects. At Dong Mai Industrial Park (Dong Mai Ward), the social housing project for workers and experts, with a scale of 735 units, has handed over 380 units so far; the remaining is expected to start construction at the end of 2025. At Van Don Special Economic Zone, the Sunhome Airport Social Housing Project, with a scale of about 400 units, has completed 1 apartment building, and is constructing other items. At Quang Ha Commune, the social housing project for workers at Hai Ha Seaport Industrial Park, phase 1, with a scale of 690 social apartments and 18 commercial apartments, has been approved for investment and started construction on August 19, 2025.
The province has planned a separate land fund to build thousands of apartments for coal workers, many of which have been implemented by TKV and other units. Collective housing and worker apartments not only help workers have stable accommodation, but also contribute to creating a civilized living environment, long-term attachment to the mining industry, ensuring a sustainable human resource for the coal industry.
Developing social housing is not only a short-term social security solution, but also a long-term strategy, closely linked to the province's sustainable development goals. The province has proactively mobilized resources and applied specific mechanisms, demonstrating high political determination, placing people at the center of all policies. This is a strategic step to contribute to creating a stable social force, long-term attachment to the locality; consolidating the foundation for the province's rapid and sustainable development.
