Deputy Prime Minister Tran Luu Quang has just signed Decision No. 752/QD-TTg on ordering the provision of a number of newspaper and magazine publications for ethnic minority, mountainous and extremely disadvantaged areas in the 2023-2025 period.
The Decision clearly states that the ordering of a number of newspaper and magazine publications for ethnic minority and mountainous areas, and areas with special difficulties shall be carried out according to the provisions of Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister "Approving the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2030 period; Phase I: from 2021 to 2025".
Terms of Order
Regarding the conditions for placing orders, the Decision clearly states that newspaper and magazine units must meet the following four conditions: Having an operating license in accordance with the law on the press, with the purpose of serving the right beneficiaries; Having sufficient financial capacity, facilities, equipment, machinery, technical and technological qualifications, management qualifications and a team of employees meeting the requirements for placing orders; Having at least 3 years of experience in publishing specialized pages and publications on ethnic minority mountainous areas and areas of particular difficulty; Having technical and economic norms and unit prices and public service prices issued by competent authorities.
Implementation period: 2023-2025.
Funding source for implementation from state budget allocated in the estimate National target program for socio-economic development of ethnic minority and mountainous areas Phase 2021-2030; Phase I: from 2021 to 2025 of the Ethnic Committee according to the law on state budget.
The Ethnic Committee presides over and orders a number of newspaper and magazine publications.
The decision also states, Ethnic Committee Preside over and coordinate with relevant ministries, branches and agencies: Organize the ordering of a number of newspaper and magazine publications for ethnic minority and mountainous areas, and areas with special difficulties, in accordance with the provisions of law on assigning tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources; the law on prices and related legal provisions.
At the same time, provide newspapers and magazines in a timely manner and to the right subjects according to the regulations on the provision of public postal services and public services in press distribution activities. The Ministry of Finance, the Ministry of Information and Communications and relevant ministries and branches, based on their assigned functions and tasks, coordinate with the Ethnic Committee to organize the implementation of this Decision according to the provisions of law. The provincial People's Committees are responsible for reviewing and making a list of subjects according to regulations, the number of subjects granted periodically every year and sending it to the Ethnic Committee, ensuring the timely provision of newspapers and magazines to the right subjects.
