Ensuring security in ethnic minority areas

With 34 ethnic minorities accounting for over 8% of the province's population, ethnic minorities in Binh Thuan currently reside in 17 pure communes and 32 combined villages in 8/10 districts, towns and cities. Thanks to the attention and good implementation of socio-economic development policies, ethnic minority areas in the province have generally improved, and the material and spiritual life of the people has gradually improved.

Accordingly, the national health and education system has been established with 100% of mountainous communes and ethnic minority areas having health stations, schools and in some localities, investment has been made in building boarding schools for ethnic minorities. In addition to increasingly convenient transportation, the power grid system, postal and telecommunications services have also been deployed to communes, and radio and television programs have covered villages (including programs broadcast in ethnic minority languages)... However, these are still the most difficult areas, requiring continued attention and investment in comprehensive development of people's economic and social life associated with maintaining political security stability in ethnic minority areas.

Ensuring security and order in ethnic minority areas is an important and regular task of all levels and sectors under the direct and comprehensive leadership of Party committees at all levels and the administration of the government, in which the People's Public Security force plays the core role. Therefore, in recent times, the Provincial Public Security has always performed well its advisory function to the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee to direct departments and sectors to coordinate in implementing the Party's guidelines and policies - the State's laws related to ethnic minority affairs effectively. Especially in consolidating and perfecting the political organization system at the grassroots level, focusing on solving land, production, and traffic infrastructure issues, improving cultural levels, training on-site cadres, improving the material and spiritual life of the people... Along with that, it also focuses on promptly resolving and stabilizing complicated issues that arise and not allowing them to become "hot spots" of security and order in ethnic minority areas. In addition, the police of units and localities have been directed to effectively implement plans on ensuring security in ethnic minority areas in the new situation.

Continuing to promote the role of prestigious people in ethnic minority areas is considered an important task, both urgent and fundamental in the long term, to meet the requirements of the struggle and prevent the plots of hostile forces taking advantage of ethnic and religious issues to incite sabotage... Therefore, the Provincial Police have focused on directing the police of units and localities to proactively implement this task well. Thereby promoting the positive aspects of prestigious people to contribute to overcoming shortcomings and limitations as well as promptly detecting and preventing negative impacts on ethnic minority areas. On the other hand, it also meets, contacts, and raises awareness among religious dignitaries, village elders, and village chiefs about the importance of prestigious people in the cause of building and defending the Fatherland...

In addition, the Provincial Police also directed the consolidation, construction and expansion of the mass model of "self-management and self-defense", thereby participating in ensuring security in ethnic minority areas in the new situation. In addition, it advised local Party committees and authorities to organize and consolidate the model of "Patrol Teams" in villages bordering Kinh people and ethnic minorities to promote the movement of the whole people to protect national security... From there, it not only contributed to maintaining political security and social order and safety in ethnic minority areas but also strengthened the great solidarity of ethnic groups in the province.
