Training quality has been improved; science and technology have been applied in local defense and military work. The organization and staffing of the provincial military have been built in a streamlined, compact and strong direction. Military administrative reform has been promoted. Speaking at the congress, Major General Nguyen Duc Hung, Party Secretary and Political Commissar of Military Region 3, praised and highly appreciated the Provincial Military Party Committee in the past term for having many policies and measures to lead and direct the comprehensive completion of tasks and targets set out in the Resolution of the Provincial Military Party Congress for the 2020-2025 term. The Congress agreed to set out 9 main targets and tasks. At the same time, it identified 3 breakthroughs in the new term, which are: Building a strong, compact, efficient and effective provincial military force. Promoting research, application of science and technology, innovation, digital transformation and military administrative reform in the provincial military force. Improving training quality according to the criteria for building a modern army; promoting the cultural values of Uncle Ho's soldiers in the new period.

In the coming term, the Political Commissar of Military Region 3 proposed that the Provincial Military Party Committee continue to focus on leading and performing well the advisory function for the province to lead and direct the comprehensive completion of military work, local defense, border work, and well implement the mechanism in building the all-people national defense, associated with the people's security posture in accordance with the 2-level local government.
