On the side of Bac Giang province, there were: Lieutenant General Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Acting Chairman of the Bac Giang Provincial People's Committee Mai Son; representatives of departments, branches, sectors, mass organizations and 238 official delegates, representing more than 260,000 ethnic minorities in Bac Giang province.

Currently, Bac Giang province has nearly 2 million people, including 45 ethnic minority groups, accounting for over 14% of the province's population. Of these, there are 6 ethnic minority groups with large populations, living in communities, including: Nung, Tay, San Diu, Hoa, San Chay (including local groups Cao Lan, San Chi) and Dao, the remaining 39 ethnic minority groups with very small populations, mainly increasing mechanically, residing scattered in localities. There are 4 districts with large ethnic minority populations, including: Son Dong, Luc Ngan, Luc Nam and Yen The.

The ethnic communities in the province have made efforts, overcome difficulties and challenges, been flexible and creative in performing their tasks and achieved very encouraging results, which is an important foundation in implementing ethnic policies, promoting development in the province's ethnic minority areas with many positive results: In the period of 2019 - 2024, the average economic growth rate of the province reached about 14.3%/year. The scale of the economy (GRDP) has increased continuously over the years; in 2019 it reached 105.5 trillion VND, by 2023 it reached more than 181 trillion VND (ranked 12th in the country); expected to reach 209 trillion VND in 2024; resources are focused on investment and construction with a total capital of about 8,000 billion VND.

The total capital from the central budget, provincial budget, and district budget supporting investment policies reached over 5,000 billion VND, to serve the socio-economic development program for extremely disadvantaged communes in mountainous and remote areas (Program 135), policies on sustainable poverty reduction, and national target programs.

The forestry economy is increasingly developing, forming a concentrated raw wood area with a large scale of over 80,000 hectares, of which 200 hectares are intensively planted with large timber; nearly 55,000 households plant economic forests, 745 households are contracted to protect protective and special-use forests. Over 45,000 hectares of concentrated forests have been planted, of which nearly 17,000 hectares of economic forests have been granted sustainable forest management certificates according to international standards (FSC), increasing the value of planted forests by 10-15% compared to traditional methods, raising the forest coverage rate from 36.8% in 2019 to 37.8% in 2023, contributing to poverty reduction and increasing income for people.

37 provincial-level science and technology research and application tasks and 3 basic topics for socio-economic development in ethnic minority and mountainous areas have been implemented.

Policy credit capital has helped over 75,000 poor households, near-poor households, newly escaped poverty households and other policy beneficiaries in ethnic minority areas to borrow capital with a total disbursement of over VND 4,020 billion, to invest in production and business development, create livelihoods, stabilize life; contribute to helping over 30,000 households escape poverty; create jobs for nearly 20,000 workers; over 3,000 students have borrowed capital to cover their study expenses; build and repair over 90 clean water and rural environmental sanitation works; build over 1,000 new houses for poor households.

Ethnic minority communes have all three levels of education (preschool, primary, secondary school), the rate of schools meeting national standards at all levels is relatively high. Districts with a large ethnic minority population have at least three high schools and one vocational and continuing education center. The province has five ethnic boarding schools (including one provincial-level ethnic boarding school and four district-level ethnic boarding schools, five out of five schools meeting national standards, reaching 100%), and four ethnic boarding secondary schools (four out of four schools meeting national standards, reaching 100%).

The system of schools in ethnic minority areas, especially boarding and semi-boarding schools for ethnic minorities, is invested in to be spacious, clean and beautiful, meeting the training needs of ethnic minority students. Policies and regimes for teachers and students in ethnic minority areas are fully implemented according to regulations.

The work of protecting and taking care of the health of ethnic minorities has received attention, and investment has been made to improve the quality of primary health care. The health sector has implemented many policies to support health workers in disadvantaged areas; and has focused on allocating funds to invest in building and expanding the number of hospital beds at health stations in the districts of Son Dong, Luc Ngan, Luc Nam, Yen The, and Lang Giang.

Up to now, 99.5% of villages and hamlets in ethnic minority and mountainous communes have cultural houses, of which the rate of cultural houses meeting standards is 70.6%. One ethnic minority individual has been awarded the title of "People's Artisan" and 14 ethnic minority individuals have been awarded the title of "Excellent Artisan" in the field of intangible cultural heritage. Bilingual books in Vietnamese, Tay and Nung have been edited and taught in ethnic minority boarding schools; ethnic minority language courses have been organized for civil servants and public employees.

There are no more hungry households, the poverty rate in extremely disadvantaged communes will decrease from 21.9% in 2021 to 13.57% in 2023; the poverty rate among ethnic minorities will decrease from 11.93% in 2021 to 6.5% in 2023.

The total number of students enrolled in vocational education (VET) levels of vocational education institutions, vocational education establishments and enterprises in the province is estimated to be 148,699 people in the 2020-2024 period (reaching 103% of the planned target); support for vocational training at elementary level and under 3 months for subjects under the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas in the 2022-2024 period is 2,193 million VND (reaching 100% of the plan); improve the quality of vocational training for rural workers, linked to market needs, support the promotion and development of start-up and innovation models in rural areas. By the end of 2023, the rate of trained workers will reach 74%; the rate of workers trained for 3 months or more with degrees and certificates will reach 32%.

Through training and development, the quality of cadres in general and ethnic minority cadres in particular has been increasingly improved, meeting the standards of qualifications according to job positions. Currently, the rate of ethnic minority cadres, civil servants and public employees participating in agencies, organizations and units in the province is 4,806/41,144 people (11.68%).

Up to now, the province has 523 prestigious people among ethnic minorities, who are typical core members to help the Party Committee and the government effectively implement ethnic policies, patriotic emulation movements and realize great national unity in the locality. Prestigious people in ethnic minority and mountainous areas of the province have participated in over 2,200 campaigns, propaganda and reconciliation at the grassroots level. Thereby, they have mobilized households to donate over 426,000 m2 of land to build roads, build schools, build cultural houses and build welfare works; reconciled hundreds of households with land disputes; mobilized and reconciled over 100 cases of domestic violence; reconciled over 700 times of personal disputes, not leading to complaints beyond the level.

It can be affirmed that after 5 years of implementing the goals and tasks of the 3rd Provincial Congress of Ethnic Minorities and implementing the resolutions, programs and policies of the Party and the State, the socio-economic development goals of ethnic minority and mountainous areas have basically been completed and exceeded the plan. The economy of ethnic minority areas has developed strongly. The socio-economic infrastructure of ethnic minority areas has been invested in upgrading and completing; 100% of households have access to electricity; 100% of communes in ethnic minority and mountainous areas have cars entering the center even in the rainy season; the rate of asphalted and concreted commune roads reached 98.31%, village and inter-village roads reached 98%, alley and hamlet roads reached 92.76%; the rate of solidified canals reached 100%; medium and small irrigation works were invested to ensure irrigation for 98% of the rice growing area; The rate of communes in ethnic minority areas with communal cultural houses reached 100%, and village cultural houses reached 99.5%.

The health and education sectors have received investment attention; the traditional culture of ethnic minorities has been preserved and promoted. The poverty rate in ethnic minority and mountainous areas has decreased by 2-2.5%/year. Up to now, 42/73 communes in ethnic minority and mountainous areas have met the new rural standards, accounting for 57.5%. The average income of ethnic minorities is about 45 million VND/person/year. Ethnic minorities have changed their awareness, and their efforts to escape poverty and get rich have created production and economic movements in most fields. The political system and the great solidarity bloc of ethnic groups have been strengthened and consolidated, creating a clear change in ideology and innovation in the leadership of Party committees, authorities and the awareness of cadres and party members in the province on ethnic work and implementation of ethnic policies.

Although the socio-economic situation of ethnic minority areas has developed strongly in recent years, it is still the most difficult area of ​​the province. The gap between rich and poor between ethnic minority areas and other areas in the province and between ethnic groups is still high; the rate of poor and near-poor households is high (in 2023, the rate of poor ethnic minority households is 6.5%, nearly 2.5 times higher than the rate of poor households in the province); the rate of poor households in 24 particularly difficult communes is 13.57%, 5.15 times higher than the rate of poor households in the whole province (the rate of poor households in the whole province is 2.63%).

The 4th Congress of Ethnic Minorities of Bac Giang Province in 2024 represents the will and aspirations of the province's ethnic minorities, determined to strive to successfully implement the goals and tasks for the 2024 - 2029 period, as follows:

Determined to well implement all policies and guidelines of the Party, policies and laws of the State; actively mobilize ethnic minority children to participate in studying, to improve the intellectual level of the people, the quality of human resources and develop talents; practice a civilized lifestyle, cultural families, villages and hamlets, preserve and promote the fine traditional cultural identity of each ethnic group;

Together with the people, ethnic minorities in the province actively participate in social movements, patriotic emulation movements and major campaigns of the Party and State, especially the campaign "Studying and following Ho Chi Minh's ideology, morality and lifestyle". push practice thrift, fight corruption, waste, bureaucracy, and negativity to build a clean and strong Party, government, Fatherland Front, and socio-political organizations;

Speaking at the Congress, Deputy Chairman of the Ethnic Committee Y Vinh Tor suggested some contents:

Firstly, it is recommended that Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations continue to lead and organize well the study and thorough understanding of Ho Chi Minh's thought, the viewpoints, policies, and guidelines of the Party and State on ethnic work, great national unity, and ethnic policies;

Second, continue to pay attention to ensuring effective and substantive implementation of ethnic policies, gradually narrowing the gap in living standards and incomes between regions; focus on prioritizing investment resources to develop economic and social infrastructure in ethnic minority and mountainous areas; diversify mobilized resources to effectively implement the National Target Program on socio-economic development in ethnic minority and mountainous areas, closely linking with the two National Target Programs on new rural construction and sustainable poverty reduction;

Third, continue to focus on building and improving the quality of the grassroots political system in ethnic minority areas, including specific solutions to strengthen especially disadvantaged communes and villages, areas with intermingled ethnic minority communities, and areas with many religious followers; focus on investing and persistently implementing synchronous goals and measures to improve the intellectual level and quality of human resources in ethnic minority areas in accordance with the spirit of Resolution No. 52/NQ-CP, dated June 15, 2016 of the Government;

Fourth, regularly focus on the tasks of ensuring national defense, security, social order and safety, natural disaster prevention, environmental protection, ecology and climate change adaptation, especially in vulnerable areas, border areas, difficult and extremely difficult areas; constantly build the national defense posture, the people's security posture, associated with a solid people's heart posture; constantly cultivate and maintain the great national unity bloc; proactively prevent plots and tricks of "Peaceful evolution", division and incitement by hostile forces. Strengthen the practice of democracy at the grassroots level, closely follow and grasp the situation, proactively resolve all conflicts and problems arising right at the grassroots level; create consensus, build united, peaceful and developed villages and hamlets.
