Representatives of 90 higher education institutions commented on the Draft Law on Higher Education (amended)

Overview of the seminar.

The seminar was attended by experts, scientists, managers, representing more than 90 higher education institutions in the Red River Delta, midlands and northern mountainous regions.

Speaking at the seminar, Associate Professor, Dr. Le Thanh Ha, Rector of Thanh Hoa University of Culture, Sports and Tourism emphasized: In the new context of streamlining the apparatus, merging provinces and cities, organizing 2-level local governments and the requirements of digital transformation; innovation in university governance, promoting scientific research and innovative startups, improving the quality of human resource training in higher education have been and are posing new demands. Among them is the need to continue to perfect the legal system to better meet the requirements of sustainable development and modernization of Vietnamese higher education in the new era.

According to the Rector of Thanh Hoa University of Culture, Sports and Tourism, this conference is a valuable opportunity for universities to contribute ideas and share practices, in order to perfect the draft Law on Higher Education (amended) 2025 - a legal document of strategic significance for the development of Vietnamese higher education in the new context.

Assoc. Prof. Dr. Le Thanh Ha, Principal of Thanh Hoa University of Culture, Sports and Tourism delivered a welcome speech.

At the seminar, a representative of the Department of Higher Education (Ministry of Education and Training) provided an overview of the draft Law on Higher Education (amended). The draft Law consists of 9 chapters and 54 articles with many new points and comprehensive innovation orientations compared to before.

Delegates gave comments and discussed the contents of 6 policy groups proposed in the draft, including: Improving the effectiveness of state management, creating advanced university governance; modernizing training programs and methods, applying advanced technology, promoting lifelong learning; positioning higher education institutions as centers of research and innovation associated with training high-quality human resources; increasing resource mobilization and improving the efficiency of investment in modernizing higher education; developing a team of excellent lecturers and scientists and a creative and honest academic environment; innovating approaches, ensuring substance in the work of ensuring the quality of higher education.

In particular, many recommendations have been made on the organization of the University Council and the university autonomy mechanism at member schools of national universities and regional universities; organizational structure, training program standards, program implementation conditions, duties and powers of lecturers, etc.

Deputy Minister of Education and Training Hoang Minh Son delivered a concluding speech at the seminar.

Deputy Minister of Education and Training Hoang Minh Son and Director of the Department of Higher Education (Ministry of Education and Training) Nguyen Tien Thao discussed with delegates about each group of issues, and recorded comments to continue perfecting the draft Law to be submitted to the National Assembly in the coming time.
