Kinhtedothi - On the morning of December 10, at the 40th session, the National Assembly Standing Committee reviewed the National Assembly's report on people's petitions in October and November 2024.

Presenting the report, Deputy Head of the People's Aspirations Committee of the National Assembly Standing Committee Hoang Anh Cong said that voters and people trust the leadership of the Party and appreciate the policy of innovation and reorganization of the political system to be streamlined and operate effectively and efficiently. Continuing to innovate and reorganize the political system is an urgent requirement of the practical situation. Voters and people expect that the implementation of the above policy will create new vitality for the task of protecting, building and developing the country, creating leverage to break through and complete all the goals set out in the Resolution of the 13th National Party Congress.

Along with that, voters and people hope that when implementing the policy of streamlining the organization and apparatus to operate effectively and efficiently, attention should be paid to ensuring the rights of cadres, civil servants, public employees and workers.

The report on people's petitions also shows that voters and people highly appreciate the results of the 8th Session of the 15th National Assembly, especially the innovation in thinking and methods of conducting legislative work in a concise and clear direction, strengthening decentralization, delegation of power, and administrative reform; strongly shifting from management-oriented laws to a harmonious combination of effective management and development creation, encouraging innovation, and resolutely abandoning the mindset of "if you can't manage, then ban"...

Along with that, the Petition Committee also pointed out that voters and the People are still concerned and worried about negative phenomena in land auctions; the situation of dissolved and temporarily suspended enterprises has not shown any signs of decreasing; the situation of workers being suspended from work, quitting their jobs, and withdrawing social insurance; fires causing damage to people and property that have occurred consecutively recently... The above issues need to be paid more attention by competent state agencies to find solutions to overcome them in the coming time.

The Petition Committee proposed that the National Assembly Standing Committee request the Government and the Prime Minister to pay attention to directing a number of issues that voters are currently interested in. Specifically, directing relevant ministries and branches to consider and have solutions to strictly control land auctions and ensure a transparent land auction mechanism to limit the phenomenon of paying high prices and then giving up, affecting the results of land auctions; research to propose sanctions for acts of manipulating the real estate market.

The Ministry of Health strengthens inspection, supervision, and food safety assurance, especially in collective kitchens and canteens; strengthens supervision, inspection, and management of food supplies to minimize the risk of food poisoning.

Speaking at the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that it is necessary to better propagate the policy of innovation and reorganization of the political system, creating high consensus among the political system, voters and people nationwide in implementing new policies, including streamlining the organizational apparatus.

According to the Vice Chairman of the National Assembly, a very important content in the project of streamlining the apparatus in the new era is to attach importance to reasonable and favorable policies and mechanisms for the staff in the arrangement, streamlining of the payroll, restructuring of the staff, civil servants, public employees, and workers. Therefore, there must be reasonable policies and mechanisms, even a mechanism that is really strong and superior to the previous one to encourage staff to be willing to retire early so that young, well-trained staff can remain in the system.

Regarding the implementation of the policy of streamlining and streamlining the apparatus, National Assembly Chairman Tran Thanh Man said that the Central Executive Committee will meet in mid-February 2025 and the National Assembly will meet in late February 2025 to consider issues within its authority to synchronously implement the arrangement. "This time, the arrangement is not only in the Government and ministries but also in the Party committees and the National Assembly. Similarly, provinces and cities are also implementing the policy of restructuring the apparatus," the National Assembly Chairman emphasized.

Opinions in the National Assembly Standing Committee also recommended and proposed to strengthen the propaganda work of the new policies of the Central Government, the National Assembly, and the Government; strengthen the direction to ensure Tet for the people, especially for areas affected by recent natural disasters, and areas with special difficulties; pay more attention to crime prevention before, during and after the New Year and Lunar New Year; overcome traffic congestion. Propose that the Government study ways to manage motorbikes under 50cc and bicycles, electric motorbikes, and limit traffic insecurity...
