The workshop was attended by members of the Party Central Committee, former members of the Party Central Committee, leaders of central departments, ministries and branches, experts and scientists.

New Era - Strategic Vision for National Development

Speaking at the opening of the workshop, Dr. Lai Xuan Mon said: General Secretary To Lam has mentioned the issue of a new era, an era of rising up of the Vietnamese people in recent important articles and speeches. This idea has been unanimously affirmed by the 10th Conference of the 13th Party Central Committee. This is a new policy and orientation, with strategic vision for national development, of great political significance, which needs to be included in the 14th Congress Documents, thoroughly understood by the entire Party, the entire people, the entire army and implemented with high political determination.

However, this is a big issue, still new in both theory and practice, which needs to be thoroughly researched and explained to create high unity in perception and action within our entire Party, people and army.

“Today’s conference is the first conference to discuss this important issue, laying the foundation for us to continue to delve deeper into research and discussion to clarify, deepen, and fully understand the theoretical and practical issues of the new era - the era of the Vietnamese people's rise,” emphasized Dr. Lai Xuan Mon.

He also said that the new era, the era of the Vietnamese people's rise, is developed on the foundation of the Fourth Industrial Revolution, including the pillars: a modern, integrated, socialist-oriented market economy; a democratic, fair, civilized, disciplined society, with people as the root; a united, wise, autonomous, self-confident, self-reliant, self-reliant, proud nation, a unique culture; a modern, strong national defense and security, an expanded diplomacy; a streamlined, unified, synchronous, effective, and efficient political system...

The conference received 51 papers and 12 comments, clarifying the basic theoretical and practical issues of the new era, the era of the Vietnamese nation's rise. All comments affirmed that the directions of General Secretary To Lam are strategic directions formed on solid scientific foundations, with high persuasiveness and leadership.

Three key issues

Concluding the workshop, Dr. Lai Xuan Mon emphasized three key issues raised from the presentations:

Firstly, awareness of the new era, the era of the Vietnamese people's rise: This is the era of breakthrough development, acceleration under the leadership and rule of the Communist Party of Vietnam, successfully building a socialist Vietnam, the ultimate goal of being rich, strong, democratic, fair, civilized, prosperous, and happy; catching up, advancing together, standing shoulder to shoulder with the world powers; contributing more and more to the peace, stability, development of the world, the happiness of humanity and global civilization. In the new era, all Vietnamese people are fully developed, have a prosperous, free, happy, and civilized life.

The top priority in the new era is to strongly arouse national spirit, patriotism, self-reliance, self-confidence, self-reliance, national pride, and the aspiration to develop the country; closely combine national strength with the strength of the times to successfully achieve strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income.

The beginning of the new era is the 14th National Party Congress, the time when Vietnam successfully completed the renovation process after 40 years of persistent work and creativity and achieved great achievements; its foundation, potential, position and international prestige have been significantly raised; Vietnam's development space and potential still have many advantages and strengths.

Second, entering a new era is an inevitable development step, in accordance with the laws of motion of the Vietnamese revolution and the development trend of the times. After nearly 95 years of carrying out the cause of liberation and national construction, the Vietnamese people under the leadership of the Party have created miraculous breakthroughs and glorious eras: the era of national independence and socialism (1930 - 1975); the era of national unification and innovation (1975 - 2025) and the third era - the era of the Vietnamese people's rise, starting with the 14th National Party Congress. The previous era creates the premise for the next era; the next era inherits and develops the achievements of the previous era, making national independence and socialism increasingly blend and develop continuously.

Third, the comments mentioned the requirement to comprehensively and synchronously deploy solutions to create breakthrough development in various fields, specifically:

Continue to strongly innovate the Party's leadership and governance methods. Accordingly, it is necessary to unify awareness and strictly implement the Party's leadership and governance methods, not to make excuses, replace or loosen the Party's leadership. Strongly innovate the promulgation, dissemination and implementation of Party resolutions, ensuring that resolutions of Party committees and organizations at all levels must have vision, scientific nature, practicality, practicality and feasibility. Promote the application of information technology and digital transformation in Party activities.

Strengthening the Party's spirit in building and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people. Strongly innovating thinking in law-making towards both ensuring state management requirements and encouraging innovation, liberating all productive forces, unleashing all resources for development, and not missing development opportunities. Innovating the process of building and organizing law implementation. Closely following reality, building appropriate legal regulations; thoroughly reforming administrative procedures; tightening discipline, order, promoting the responsibility of leaders, resolutely fighting against negativity and group interests to successfully carry out the digital transformation revolution.

Continue to focus on building and streamlining the organizational apparatus of the Party, National Assembly, Government, Fatherland Front, and socio-political organizations to operate effectively and efficiently; cut down on unnecessary intermediaries. Promote decentralization and delegation of power, combined with strengthening inspection and supervision, clearly defining responsibilities between the Central and local levels, between local authorities, between managers and workers. Promote proactiveness and creativity, enhance autonomy, self-reliance, and self-responsibility of localities.

Synchronously and drastically deploy solutions to create fundamental changes in building a contingent of cadres in the new period. Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a practical direction, for the sake of finding people. Build a mechanism to encourage and protect cadres with innovative thinking, who dare to think, dare to do, dare to break through, dare to take responsibility, dare to face difficulties and challenges, for the common good. Focus on reviewing, nurturing, testing, and screening personnel planned to participate in Party committees and standing committees of Party committees at all levels, especially personnel of the Central Executive Committee of the 14th Party Congress, in the direction of streamlining, virtue, and talent, capable of leading the cause of creating a new era, an era of national development.

Economic development and digital transformation revolution: Need to make institutional breakthroughs, remove barriers, unleash domestic and foreign resources, and focus on people and businesses. Prioritize the development of socio-economic infrastructure, digital production forces associated with digital production relations, promote science - technology and innovation. Digital transformation is a lever for breakthrough development, building new production methods suitable for knowledge economy and digital society. The goal by 2030 is for Vietnam to be in the top 50 countries in digital government and digital economy, ranking 3rd in ASEAN.

Anti-waste: Review and supplement regulations on management mechanisms and economic and technical norms that are no longer suitable for the country's development practices. Complete regulations on handling wasteful behavior; regulations on management and use of public assets. Resolutely resolve the long-standing problems of important national projects, key projects, low-efficiency projects, causing great loss and waste; weak commercial banks. Build a culture of preventing and combating waste; make the practice of thrift and anti-waste become "voluntary", "self-conscious", "daily food, water, clothes".

Dr. Lai Xuan Mon affirmed that although it was an opening conference, the results obtained had laid a scientific foundation for further in-depth research and perfecting the theory of the new era. He called for active and drastic participation right now, creating strong changes in awareness and action of the entire Party, people and army, with the core being the entire political system, so that by the 14th National Party Congress, Vietnam will officially enter the era of national development.
