On the morning of December 6, Prof. Dr. Phung Huu Phu, former member of the Party Central Committee, former Permanent Vice Chairman of the Central Theoretical Council, former Permanent Deputy Secretary of the Hanoi Party Committee, conveyed the main contents of the guiding ideology and major orientation of the Party and General Secretary To Lam on the "new era - the era of national rise".

At the beginning of the lecture, Prof. Dr. Phung Huu Phu highly appreciated the initiative of the Hanoi Party Committee Standing Committee in implementing the political activity to study, thoroughly grasp and propagate the guiding ideology and major orientations of the Party and General Secretary To Lam.

“That shows that the Hanoi Party Committee always takes the lead and sets an example for the whole country in implementing this major policy of the Party and General Secretary To Lam, while other localities are preparing to implement it,” affirmed Prof. Dr. Phung Huu Phu.

Major orientations for the country's development

According to Prof. Dr. Phung Huu Phu, in recent times, General Secretary To Lam in many articles and speeches has mentioned the major policy of our Party on "New Era - Era of national rise". The guiding ideology and major orientation of the Party and General Secretary To Lam were unanimously affirmed by the 10th Conference of the 13th Party Central Committee, this is a new policy and orientation, with strategic vision for national development, of great political significance, which needs to be included in the 14th Congress Documents, thoroughly understood by the entire Party, the entire people, the entire army and implemented with high political determination.

From the above urgent requirements, Prof. Dr. Phung Huu Phu analyzed important contents related to the major policy of the Party and General Secretary To Lam on "New Era - Era of national rise". Specifically, the concepts of New Era, Era of rise; New Era, Era of rise of the Vietnamese nation.

In particular, the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income; strongly arouse national spirit, spirit of autonomy, self-confidence, self-reliance, national pride, and aspiration for national development; closely combine national strength with the strength of the times.

"Over the past 95 years, under the leadership of the Communist Party of Vietnam founded and trained by President Ho Chi Minh, in general, the Vietnamese people have gone through two glorious eras. Now, Vietnam is entering the third era, the era of national growth, which began with the 14th National Party Congress, marking 40 years of renovation (1986-2026)" - Prof. Dr. Phung Huu Phu said.

Prof. Dr. Phung Huu Phu highlighted 7 strategic orientations to bring the country into the "New Era - The Era of National Rising" of the Party and General Secretary To Lam, including: Improving the Party's leadership method; strengthening the Party's character in building and perfecting the socialist rule-of-law State of the people, by the people, for the people; streamlining the organization and apparatus for effective and efficient operation; digital transformation; cadres; fighting waste and economics.

Firstly , regarding the improvement of the Party's leadership methods, according to the General Secretary, in more than 94 years of leading the revolution, our Party has constantly researched, developed, supplemented, and perfected its leadership methods, and enhanced its leadership and governing capacity. This is the key factor ensuring that the Party is always clean and strong, steering the revolutionary boat through all rapids, achieving one victory after another.

In particular, it is necessary to strictly implement the Party's leadership and governance methods, absolutely not allowing excuses, replacing or loosening the Party's leadership; focusing on streamlining the apparatus and organizing Party agencies, truly being the intellectual nucleus, the "general staff", the vanguard leading state agencies.

At the same time, it is necessary to strongly innovate the promulgation, dissemination and implementation of Party resolutions; build grassroots Party organizations and Party members who are truly "cells" of the Party; innovate inspection and supervision work; promote the application of information technology and digital transformation in Party activities...

Second , on strengthening the Party's character in building and perfecting the socialist rule-of-law state of the people, by the people, and for the people. The General Secretary stated that after 2 years of implementing Resolution No. 27-NQ/TU on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period, encouraging results have been achieved. However, the building and perfecting of the socialist rule-of-law state of Vietnam still has many shortcomings and limitations.

Among the three biggest bottlenecks today, namely institutions, infrastructure and human resources, according to the General Secretary, institutions are the "bottleneck" of "bottlenecks", posing an urgent need to promote Party spirit in building a socialist rule-of-law state. The General Secretary emphasized that the law in a socialist rule-of-law state needs to be continuously improved to institutionalize the Party's guidelines and policies, promote democracy, be for the people, recognize, respect, ensure and protect human rights and civil rights.

Third , regarding streamlining the organizational apparatus for effective and efficient operation, the General Secretary affirmed that this task is very urgent. Stating the strategic policy, the General Secretary requested to continue focusing on building and streamlining the organizational apparatus of the Party, the National Assembly, the Government, the Fatherland Front, and socio-political organizations for effective and efficient operation; streamlining the apparatus and organizing the Party's agencies, truly being the intellectual core, the "general staff," the vanguard leading state agencies.

Fourthly , regarding digital transformation, the General Secretary analyzed that digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern production method - "digital production method" - in which the characteristic of the productive forces is the harmonious combination of humans and artificial intelligence; data becomes a resource, an important means of production; at the same time, production relations also have profound changes, especially in the form of ownership and distribution of digital means of production...

The General Secretary said that the Politburo will soon study and issue a Resolution on national digital transformation to lead drastic implementation throughout the Party and the entire political system.

Fifth , on combating waste, quoting President Ho Chi Minh: "Waste, although not pocketing public money, is still very harmful to the people and the Government. Sometimes it is more harmful than embezzlement", the General Secretary pointed out that waste is now quite common, in many different forms, and has caused many serious consequences for development. Pointing out some forms of waste that are emerging fiercely, the General Secretary also proposed strategic solutions to address this situation in the coming years.

It is necessary to completely resolve the long-standing problems of important national projects, key projects, low-efficiency projects, causing great loss and waste; weak commercial banks. Quickly complete equitization, improve the operational efficiency of state-owned enterprises. Build a culture of preventing and combating waste; make the practice of thrift and combating waste "voluntary", "self-conscious", "daily food, water, clothes".

Sixth , regarding cadres, affirming that cadres and cadre work are "very important" issues, "deciding everything," "cadres are the root of all work" and are the decisive factor in the success or failure of the revolution, the General Secretary reminded that building a team of cadres with enough capacity to bring the country into a new era, an era of national growth, is an urgent issue.

In the new period, General Secretary To Lam said that it is necessary to strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a practical direction, because finding people is based on specific measurable products; enhancing self-training and self-improvement, especially for the requirements of digital transformation.

Seventh , in terms of economy, General Secretary To Lam acknowledged that Vietnam's overall economy has had continuous growth since the implementation of the 1991 Platform, regularly being among the countries with high growth rates in the region and the world, bringing Vietnam from a low-income country to a middle-income country.

The General Secretary emphasized the focus on building a Vietnamese socialist model, focusing on building socialist people, creating the foundation for building a socialist society as defined by the Party Platform (rich people, strong country, democracy, fairness, civilization, people-owned, managed by the State, led by the Communist Party)...

Taking the lead in creating a new era for a rising Hanoi in a rising Vietnamese nation

Prof. Dr. Phung Huu Phu assessed that Hanoi is the place that has the most complete elements to take the lead in creating a “New Era - The Era of National Growth”. Never before has Hanoi had such favorable conditions as now to take the lead in creating a new era.

In particular, Hanoi has done very important things. Specifically, with Resolution 15-NQ/TW of the Politburo and the Capital Law 2024 as an important legal corridor, creating many specific mechanisms to promote the proactive role, especially the Capital Law is implemented according to the mindset of "Hanoi decides, Hanoi does, Hanoi takes responsibility".

Prof. Dr. Phung Huu Phu emphasized that Hanoi is implementing many points according to the Hanoi Capital Planning for the period of 2021-2030, with a vision to 2050; the upcoming project is the overall adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065. Along with that, the city increasingly focuses on cultural development, fundamental innovation, administrative reform, and step-by-step implementation of planning, especially the transportation system. The goal of having a cultured, civilized, modern Hanoi, leading in the era of national development is a realistic possibility, all depending on the awareness and determination of the Party Committee, government and people of the capital.

We have every reason to believe and hope that Hanoi can and must take the lead in creating a new era for a Hanoi that can rise up in a Vietnamese nation that can rise up” - Professor, Dr. Phung Huu Phu emphasized.
