The Chairman of Thanh Hoa Provincial People's Committee has just issued Official Dispatch No. 15/CD-UBND, dated July 22, 2024, on focusing on responding to storm No. 2 and floods.

The dispatch stated: According to the bulletin from the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on July 22, 2024, the center of the storm was located at about 19.5 degrees North latitude; 109.3 degrees East longitude, in the area of Hainan Island (China). The strongest wind near the center of the storm is level 8-9 (62-88 km/h), gusting to level 11, moving northwest at a speed of about 15 km/h. From the night of July 22 to July 24, in Thanh Hoa province, there will be moderate rain, heavy rain and thunderstorms (in thunderstorms, beware of tornadoes, lightning, hail and strong gusts of wind); common rainfall is from 50 - 100mm, in some places over 150mm.
Pursuant to Official Dispatch No. 70/CD-TTg dated July 21, 2024 of the Prime Minister; to proactively respond to storm No. 2 and floods, the Chairman of the Provincial People's Committee requests Directors of provincial departments, branches, sectors, units, Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command. Chairmen of People's Committees of districts, towns, cities and related units to focus on directing the effective implementation of a number of tasks.
Chairmen of People's Committees of districts, towns and cities continue to closely monitor developments of storms, floods and inundations to direct and deploy timely response work, appropriate to the specific situation in the locality, ensuring the safety of people's lives, including:
Check and proactively evacuate people from dangerous areas to ensure safety, especially households in areas at risk of landslides and flash floods. Arrange forces to guard, control, guide, and support traffic safety through culverts, landslide areas or areas at risk of landslides, areas with deep flooding and fast-flowing water; resolutely do not allow people and vehicles to pass through if safety is not ensured.
Proactively arrange forces on duty in key areas to be ready to respond and rescue when situations arise.
Inspect, review, and proactively deploy measures to ensure the safety of dikes, reservoirs, and infrastructure works.
Particularly for coastal districts, towns and cities: coordinate with the Provincial Border Guard Command to continue guiding ships and vehicles (including tourist boats) still operating at sea and along the coast to proactively leave dangerous areas or return to safe shelters; take measures to ensure safety for tourism, aquaculture and fishing activities at sea and along the coast.
The provincial Hydrometeorological Station closely monitors the developments of storms, floods and rains; forecasts and provides timely information so that relevant agencies and people can proactively deploy response measures.
The Department of Agriculture and Rural Development and the Department of Industry and Trade, according to their assigned functions and tasks, coordinate with localities and relevant units to direct the implementation of measures to ensure the safety of dams and dykes, limit damage to aquaculture, agricultural and industrial production, and power system safety; regulate irrigation and hydropower reservoirs to ensure scientific operation and absolute safety for the works, prevent artificial floods, and contribute to flood reduction downstream, paying attention to directing reservoir owners to notify people in advance before operating flood discharge.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police directed relevant units and forces stationed in the area to closely coordinate with localities, proactively arrange forces and means to support the evacuation and relocation of residents from dangerous areas, organize rescue, and overcome consequences when requested by localities.
The Department of Transport shall preside over and coordinate with the Thanh Hoa Maritime Port Authority and relevant units to direct the work of ensuring safety for transport ships and tourist boats; control and guide traffic at culverts, spillways, and deeply flooded areas; arrange forces, materials, and means to promptly handle incidents and ensure smooth traffic on main traffic routes.
Irrigation Works Exploitation Companies proactively implement plans to ensure safety for works assigned to their management and plans to drain water to protect agricultural production; Thanh Hoa Electricity Company is responsible for providing full and continuous power to pumping stations and drainage sluices (operated by electricity).
Other departments and branches, according to their assigned state management functions, proactively coordinate with localities to deploy storm and flood response work according to regulations.
Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, Thanh Hoa Coastal Information Station increase the time of broadcasting news so that people can grasp information about the developments and forecasts of natural disasters, instructions from authorities, and guide people on response skills to reduce damage caused by natural disasters.
Organize the on-duty team seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue according to regulations.
Requesting Directors of provincial departments, branches, sectors, units, Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Chairmen of People's Committees of districts, towns, cities and related units to seriously implement.
