The audit objective is to confirm the truthfulness and reasonableness of the local budget settlement report data as a basis for the People's Council to approve the settlement; assess compliance with the law, the effectiveness of local budget management and administration; point out shortcomings, limitations and inadequacies to make recommendations to the audited unit to rectify the management and administration of the state budget, and recommend competent authorities to amend and perfect inadequate mechanisms and policies. The audit content includes: Budget estimation work; budget administration; synthesis and preparation of local budget settlement reports. The scope of the audit is in 2023 and related previous and subsequent periods. The audit period is 20 days, from September 25, 2024.

Speaking at the conference, the Vice Chairman of the Provincial People's Committee affirmed: Over the past years, the State Audit has supported the province in building and effectively managing the local budget; through audit conclusions, it has helped the province improve the effectiveness and efficiency of state management in various fields, especially those implemented by the State Audit.

In order for the audit team to complete the set plan, the Vice Chairman of the Provincial People's Committee requested the departments and branches with audited contents to strictly comply with the decision of the State Audit, arrange professional staff to work with the audit team on that basis, provide full records and documents to serve the audit team, and at the same time explain related issues as requested by the audit team.

On behalf of the State Audit, the Deputy Chief Auditor of the State Audit Region XI requested the province to direct the audited departments and branches to arrange appropriate and consistent staff, closely following the content of the audit decision to provide timely and accurate information and documents. At the same time, each member of the audit team is required to closely follow the objectives and content of the approved audit plan to conduct the audit; during the audit process, fully implement the audit evidence, proactively coordinate closely with the audited departments and branches to ensure that the audit is conducted impartially, objectively and in accordance with the law.
