Proactively responding to storm No. 3 (Yagi), on September 7, comrade Bui Van Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT&TKCN) inspected the situation and gave instructions on proactively responding to storm No. 3 in some localities in the province.

Chairman of the Provincial People's Committee Bui Van Quang and the working delegation inspected the proactive operation of the drainage pump to protect crops at Son Tinh drainage pumping station, Cam Khe district.

Also attending were Colonel Nguyen Dinh Cuong - Member of the Provincial Party Committee, Commander of the Provincial Military Command; leaders of the Department of Agriculture and Rural Development, Department of Transport, and Office of the Provincial People's Committee.

The Chairman of the Provincial People's Committee inspected the Son Tinh Pumping Station. This pumping station currently has 10 units, each with a capacity of 3.33m3 /second, draining over 7,450ha, including over 3,600ha of agricultural land in 16 communes of Cam Khe district. Proactively responding to storm No. 3, Phu Tho State-owned Irrigation Works Exploitation Company has operated 3/10 pumps to drain the buffer water.

Proactively responding to the No. 3 landfill, Tien Son Tinh Pumping Station has operated 3/10 pumps to drain water to prevent flooding and protect crops for Cam Khe district.

Chairman of the Provincial People's Committee Bui Van Quang praised the proactive spirit and readiness to respond to natural disasters of the Company's staff and requested the Phu Tho State-owned Irrigation Works Exploitation Company to continue to monitor the developments and situation of storm No. 3, assign staff to be on duty 24/7, check, maintain pumps, clear the flow, be ready to pump out water when it rains heavily, and prevent flooding to protect crops and aquatic products for the people.

Chairman of the Provincial People's Committee Bui Van Quang inspected the situation and gave instructions on overcoming the landslide incident in Minh Coi commune, Ha Hoa district.

Inspecting the landslide area in Minh Coi commune, Ha Hoa district, Chairman of the provincial People's Committee Bui Van Quang requested local authorities to put up warning signs, assign staff to be on duty, and propagate not to let people and livestock enter the landslide area. Currently, the landslide is about 200m long, the landslide is 5-6m high; the nearest landslide is about 20m from Thao right embankment.

There are 10 households living in the landslide area, of which 2 households are located near ancillary structures, with a high risk of being affected by floods and storms. Therefore, local authorities and families need to proactively move their belongings to ensure the safety of life and property. The Department of Agriculture and Rural Development of Ha Hoa district has assigned staff to closely monitor the landslide area and promptly report to competent authorities for a response plan.

To proactively prevent, combat and respond to storm No. 3 in Ha Hoa district, Chairman of the Provincial People's Committee Bui Van Quang emphasized: The impact of storm No. 3 is very unpredictable, with gusty winds and heavy rain lasting for a long time and over a large area, so localities and people need to be proactive in responding to storm circulation such as: Placing sandbags and water bags on corrugated iron roofs as in the locality is an effective method that needs to be replicated to prevent roofs from being blown off.

Inspecting the landslide area of ​​Duon canal culvert at Km6+300 of Chay river right dike, Phu Lam commune, Doan Hung district, Chairman of the Provincial People's Committee Bui Van Quang emphasized: Currently, the landslide length is about 400m, the landslide is (8-10)m high, the nearest landslide location is about 35m from the foot of Chay river right dike, sweeping away about 1ha of people's crop land.

Chairman of the Provincial People's Committee Bui Van Quang inspected the situation and gave instructions to urgently overcome the landslide of the Duon canal culvert on the right dike of the Chay river, Phu Lam commune, Doan Hung district.

Due to the regulation of Thac Ba hydropower reservoir and the geological characteristics of the landslide area, which is mainly sandy soil, the above location is at risk of continuing to slide, the Provincial People's Committee has decided to handle the situation urgently, the Department of Agriculture and Rural Development has selected contractors for design consultancy, construction, construction supervision and construction insurance. Therefore, along with closely monitoring the landslide situation, the Department of Agriculture and Rural Development needs to mobilize human resources, means, and direct contractors to speed up the construction progress of the Duon canal landslide area to ensure timely drainage for 500 hectares of rice fields in Doan Hung district and some communes in Ha Hoa district.

At the same time, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, cities, towns, and Directors of the State-owned One Member Limited Liability Company for exploiting irrigation works to focus on directing, inspecting, urging, and implementing resolutely, effectively, and promptly the work of preventing and responding to storm No. 3 with the highest proactive spirit, minimizing damage to State and People's assets.

Localities need to urgently direct the review of all contents and plans to prepare for natural disasters in the province, ensuring that they are consistent with the developments of storm No. 3 and actual conditions. Especially the plan to respond to heavy rains, floods, flash floods, landslides... according to the "four on-site" motto according to assigned tasks and authority, not to be passive or surprised.

The Standing Office of the Steering Committee for Disaster Prevention and Control at all levels strictly organizes and carries out regular and on-duty work; closely monitors forecasts, warnings, and developments of storms, rain, and floods in the area, promptly notifies communes, wards, towns, and people to proactively prevent, avoid, and respond.

In particular, it is necessary to immediately deploy shock troops to urgently inspect and review key and vulnerable areas, clear the flow, and promptly handle construction incidents from the first hour. Proactively organize the relocation and evacuation of people from dangerous areas, and resolutely not let people stay in dangerous areas when the storm directly affects them and there are heavy rains and floods.

Actively operate, regulate water and implement plans to ensure the safety of dike works, reservoirs and downstream areas, especially key dike routes, damaged culverts under dikes, large reservoirs, full reservoirs, key reservoirs, and works under construction.

Heads of departments, branches, agencies and units located in the province; members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue closely monitor warning bulletins, forecasts, and weather developments; proactively deploy tasks according to assigned functions; prepare rescue forces and means to organize rescue when required.
