Mr. Lu Van Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Bac Lieu Provincial People's Council, reported an overview of the province's socio-economic results in 2023. Accordingly, last year, the whole country as well as Bac Lieu faced many difficulties and challenges. However, with the attention, direction and support of the Central Government; the efforts of all levels, sectors, people of all walks of life, and the business community in the province, the situation in all aspects of Bac Lieu continued to change positively.

Mr. Lu Van Hung said that from now until the end of the term, the province will strive even harder with the highest political determination to achieve the targets set out in the Resolution of the Provincial Party Congress. Along with that, the province will do a good job of taking care of people's lives, especially policy households and poor households, not only during the coming Tet holiday, but also during the whole process. The province always thoroughly grasps the spirit of working with local authorities at all levels to care for, learn to remove difficulties and obstacles, contributing to improving people's lives; maintaining national defense, security, and the people's hearts to develop the economy and society, and doing a good job of foreign affairs...

The National Assembly Chairman congratulated Bac Lieu for achieving many targets in 2023, higher than in 2022, with important and quite comprehensive results, among the highest in the region and the country. Bac Lieu has been very active when the economy is mainly agricultural but has achieved good economic growth, with an increase of 7.24%; ranked 5th in the Mekong Delta and 24th in the country; budget revenue reached 4,133 billion VND, exceeding 13.2% of the estimate; exports increased, poor households decreased.

Agriculture continued to develop, with aquatic product output increasing by 16.3% (of which farmed shrimp increased by 13.7%). Export turnover reached 1 billion USD, up 17.2% over the same period. Cultural and social sectors continued to develop. Tourism continued to grow well, with nearly 4.3 million visitors, bringing in revenue of about 3,800 billion VND.

People's lives continued to improve, the poverty rate in the province decreased to 1.7%. Administrative reform, anti-corruption and anti-waste work were vigorously implemented. National defense and security were strengthened; social order and safety were maintained.

Congratulating the Party Committee, government and people of Bac Lieu, the National Assembly Chairman said that these are the most important and greatest results that Bac Lieu has achieved in recent times.

Emphasizing that 2024 is a year of special importance in implementing the Resolution of the 13th National Party Congress and the Resolution of the 16th Provincial Party Congress; forecasting that the world situation will continue to develop in a complicated and unpredictable manner; domestically, opportunities and advantages will be intertwined with difficulties and challenges, the National Assembly Chairman requested the Party Committee and the government of Bac Lieu province to focus on leading and directing the good implementation of a number of key tasks.

The province continues to promote the spirit of solidarity, democracy, innovation and creativity; proactively deploy the plan to implement the resolutions of the 8th Central Conference (term XIII); study, supplement and concretize the resolutions of the Party, National Assembly and Government into the tasks and development goals of the locality. Strengthen the work of building a clean and strong Party and political system; step up the prevention and fight against corruption and negativity. Focus on directing the preparation work for organizing Party Congresses at all levels for the 2025-2030 term, towards the 17th Provincial Party Congress.

According to the National Assembly Chairman, the province urgently develops plans and action programs to implement the approved Provincial Planning, ensuring compliance with the resolutions of the Party Central Committee, the National Assembly and national and regional planning on the basis of promoting investment attraction, maximizing the potential and advantages of the locality, promoting regional linkages according to Resolution No. 13 dated April 2, 2022 of the Politburo on socio-economic development orientations and ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045. Effectively implement the National Assembly's Resolution on a number of specific mechanisms and policies to implement national target programs, as well as important policies on land, housing, etc. and other regulations in the laws and resolutions passed by the National Assembly.

Bac Lieu focuses on mobilizing and effectively using resources for development investment, focusing on three main pillars (renewable energy industry; aquaculture and seafood processing; tourism). At the same time, improving the investment environment; harmoniously and comprehensively developing the fields of culture - society, education, health, ensuring synchronization with economic development, environmental protection, adaptation to climate change; effectively implementing social security work, sustainable poverty reduction; focusing on directing the implementation of national defense and security tasks.

The province pays attention to taking care of policy families, people in difficult circumstances, poor households, workers and laborers; focuses on implementing measures to ensure security and order before, during and after the 2024 Lunar New Year; prepares the best conditions to serve people to enjoy Spring and celebrate Tet in a healthy, safe, economical and warm manner.

The National Assembly Chairman noted a number of tasks in drafting documents for the next Provincial Party Congress; paying attention to coordinating the preparation of investment in infrastructure for expressways and national highways passing through the province. According to the National Assembly Chairman, the Ca Mau Peninsula in general, including Bac Lieu, has potential for wind power, offshore power, etc., with the common spirit that energy must come first, is the foundation, important, on the basis of the Power Plan VIII, the province pays attention to developing this potential to soon realize the aspiration, the goal by 2030, building Bac Lieu into a province strong in marine economy, adapting to climate change; having a synchronous infrastructure system, gradually modernizing; by 2050, being a province with a developed economy; a smart, clean, green urban system; modern countryside, ecological agriculture; synchronous, modern socio-economic infrastructure, digital infrastructure; people have a prosperous and happy life.
