National Assembly Chairman Tran Thanh Man emphasized that Vietnam always attaches importance to its relationship with the Russian Federation, considering Russia one of the top important partners in Vietnam's foreign policy.
On the afternoon of January 14, at the National Assembly House, National Assembly Chairman Tran Thanh Man met with Russian Prime Minister Mikhail Vladimirovich Mishustin, who is on an official visit to Vietnam from January 14-15.
National Assembly Chairman Tran Thanh Man was delighted to welcome the Prime Minister and the Russian Government Delegation on an official visit to Vietnam at a time when the two countries are starting a series of important activities to celebrate the 75th anniversary of diplomatic relations, laying the foundation for the fine traditional friendship and current comprehensive strategic partnership.
The visit is of great significance in implementing the agreements reached by the two countries' senior leaders recently, especially after the extremely vibrant contacts and exchanges in 2024.
The National Assembly Chairman said that he still has good impressions of the official visit to the Russian Federation in September 2024, especially the meeting with President of the Russian Federation Vladimir Putin and the talks and exchanges with the leaders of the Russian Federation Parliament.
On this occasion, through Prime Minister Mikhail Vladimirovich Mishustin, National Assembly Chairman Tran Thanh Man respectfully conveyed his regards and best wishes on the occasion of the New Year to President of the Russian Federation Vladimir Putin, Chairwoman of the Federation Council Valentina Matviyenko and Chairman of the State Duma Vyacheslav Volodin.
The National Assembly Chairman emphasized: The Party, State, National Assembly and people of Vietnam always remember and are grateful for the valuable support and wholehearted assistance that the Russian people have given to Vietnam in the past struggle for national independence and reunification and in the cause of national construction and development today.
Vietnam always attaches importance to the traditional friendship and comprehensive strategic partnership with the Russian Federation, considering Russia one of the leading important partners in Vietnam's foreign policy.
The National Assembly Chairman congratulated the great achievements that the Russian Federation has made over the past two decades, especially ensuring domestic socio-political stability, dynamic economic development, enhancing Russia's position in the international arena, and ensuring people's lives under the leadership of President Putin and the direction and administration of the Russian Federation Government and Prime Minister Mikhail Vladimirovich Mishustin personally.
The Prime Minister of the Russian Federation sincerely thanked the Party, State and National Assembly of Vietnam for the warm and respectful reception given to the delegation; and conveyed the best wishes and regards of President Vladimir Putin, Chairwoman of the Federation Council Valentina Matviyenko and Chairman of the State Duma of the Russian Federation Vyacheslav Volodin to Chairman of the National Assembly Tran Thanh Man.
Emphasizing that the Russian Federation wishes to strengthen cooperation with Vietnam in all fields, Prime Minister Mikhail Vladimirovich Mishustin stated that the Russian Federation attaches special importance to expanding cooperation between localities and businesses of the two countries.
At the meeting, the two leaders were pleased to note that the political and diplomatic relations between the two countries continued to be strengthened with high trust, and delegation exchanges were actively implemented; including inter-parliamentary cooperation, which is an important basis for promoting bilateral cooperation in all fields.
Prime Minister Mikhail Vladimirovich Mishustin affirmed that the Russian Federation highly values the comprehensive strategic partnership with Vietnam; he was pleased to see that the relationship between the two countries is developing well, achieving many results in various fields.
Notably, economic and trade cooperation has developed dynamically. Cooperation in areas such as science and technology, culture, education, tourism, etc. has been increasingly expanded. The two sides annually and alternately organize the Vietnam-Russia Cultural Days in the two countries.
The National Assembly Chairman stated that the Vietnamese National Assembly has closely and effectively coordinated with the Federation Council and the State Duma of the Russian Federation in both bilateral and multilateral frameworks. The two sides actively promoted the exchange of high-level delegations and effectively implemented the mechanism of the Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the State Duma of the Russian Federation.
The National Assembly Chairman said that in 2025, the Vietnamese National Assembly is ready to welcome the Chairman of the State Duma to pay an official visit to Vietnam and co-chair the 4th meeting of the Inter-Parliamentary Cooperation Committee.
The Vietnamese National Assembly has developed and is promoting the implementation of a specific Action Plan to implement the Cooperation Agreement signed between the Vietnamese National Assembly and the Federation Council, the Federal Assembly of the Russian Federation.
The Vietnamese National Assembly supports the efforts of the Government and ministries and sectors in further strengthening comprehensive cooperation between the two countries, especially in important areas of defense and security, promoting military technical cooperation, developing security industry; promoting cooperation in the energy and oil and gas sector through research to expand cooperation and signing new cooperation documents.
Regarding economics, trade and investment, National Assembly Chairman Tran Thanh Man suggested that the two governments loosen technical barriers to promote bilateral cooperation as well as cooperation within the Eurasian Economic Union (EAEU).
In science, education, culture, sports and tourism, the two sides will strengthen cooperation projects and programs, organize exchange and connection activities, bringing practical benefits to localities and people of the two countries.
The National Assembly Chairman affirmed that the Vietnamese National Assembly is ready to coordinate with the governments of the two countries to resolve institutional issues, promote cooperation, and harmonize interests, for the common goal of deepening and making the relationship between the two countries more and more effective.
In the context of complex developments in the world and the region, Vietnam has always been consistent with its foreign policy of independence, self-reliance, multilateralization and diversification; wishing to promote cooperation with the Russian Federation in all fields, for the common interests of the two peoples; for peace, stability and development in the region and the world.
As a responsible member of ASEAN, Vietnam supports the Russian Federation in increasing its presence in the Asia-Pacific region and enhancing cooperation with ASEAN; is ready to act as a bridge to promote the cooperation of the Russian Federation with ASEAN countries; hopes that the Russian Federation will make positive contributions to the development, peace and common prosperity in the region; supports the stance of ASEAN and Vietnam in resolving disputes in the East Sea by peaceful means, on the basis of respect for international law, including the 1982 United Nations Convention on the Law of the Sea.
The National Assembly Chairman thanked Prime Minister Mikhail Vladimirovich Mishustin and authorities at all levels of the Russian Federation for always paying attention to creating conditions and ensuring security for the Vietnamese community to live, work and study stably in Russia, contributing to bridging friendship and cooperation between the two countries.
Stating that there is still a lot of room for cooperation and development between the two countries, the National Assembly Chairman hopes that the two sides will coordinate to implement solutions to promote bilateral trade turnover./.
