At the reception, the President congratulated the Ambassador on his successful term in Vietnam, making positive contributions to strengthening the traditional friendship and multifaceted cooperation between Vietnam and Finland.
The President stressed that Vietnam always highly values Finland's role and position in the European Union (EU) and attaches importance to deepening cooperation with Finland in various fields; at the same time, he expressed his appreciation for Finland's multifaceted support over many decades, which has made important contributions to Vietnam's construction and development.

Highlighting that with more than 50 years of history, bilateral relations have achieved many achievements and continuously developed well, the President emphasized that high-ranking leaders of the two countries maintain contact at multilateral forums. Bilateral trade and investment remain stable, with new developments in areas where Finland has strengths and Vietnam has needs such as digital transformation, information and communication technology, agriculture and forestry, renewable energy, etc.
Thanking the President for taking the time to receive him, Ambassador Keijo Norvanto affirmed that the two countries have had more than 50 years of cooperative development; especially during the Ambassador's term, which was a time of strong transformation in the economic development of each country as well as the world, including digital transformation and green transformation. Along with that, during his term, the Ambassador was honored to promote cooperation in education and training, research, and innovation between the two countries and wished to further promote cooperation in these areas in the coming time.
Impressed by Vietnam’s “4 Pillar Resolutions” to develop the country in the new era, Ambassador Keijo Norvanto expressed that Finland is ready to cooperate and support Vietnam in effectively implementing innovative orientations; at the same time, he wishes to cooperate to promote activities to improve the effectiveness of law promulgation and judicial reform, etc.

As an active member of the EU, Ambassador Keijo Norvanto affirmed that Finland strongly supports the promotion of Vietnam-EU relations, accelerates the effective implementation of the Vietnam-EU Free Trade Agreement; and emphasizes that Finnish enterprises operating in Vietnam continue to maintain strong cooperation with Vietnamese enterprises for mutual development.
Agreeing with the Ambassador’s opinion, the President highly appreciated Finland’s continued priority support for Vietnam in implementing many projects in healthcare, electricity, water supply and drainage, waste treatment, fire prevention and fighting. In addition, the two sides also signed memorandums of understanding in the fields of education and training, labor, natural resources, environment and agriculture .
President Luong Cuong affirmed Vietnam's consistent foreign policy of peace, independence, self-reliance, friendship, cooperation and development; multilateralization and diversification; Vietnam is always an active and responsible member of the international community.

The two sides agreed to continue supporting each other at regional and international forums, especially at the United Nations; supporting multilateralism based on international law; and supporting the settlement of disputes by peaceful means, on the basis of international law.
The President suggested that the Ambassador, in his new position, continue to promote his role as a bridge to promote the development of Vietnam-Finland relations, effectively implement existing cooperation mechanisms and agreements, and exploit the full potential, opening up new directions of cooperation in areas where Finland has strengths and Vietnam has needs.
President Luong Cuong also hopes that Ambassador Keijo Norvanto will keep good impressions of the country and people of Vietnam and, no matter what position he holds, will always be a close friend of Vietnam, continuing to foster the friendship and cooperation between Vietnam and Finland.
