Welcoming Lieutenant General Vongsone Inpanphim to visit Vietnam, President Luong Cuong affirmed that the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos are of great significance to the cause of national construction and protection of each country; and are the law of existence and development of each country.
The President stated that Vietnam always remembers Laos' sincere and wholehearted support in the past struggle to defend the Fatherland and in the present cause of national construction and protection; and will, together with Laos, firmly protect the revolutionary achievements, for peace, stability and development of both nations.
Expressing his honor that the President took the time to receive the delegation, Lieutenant General Vongsone Inpanphim said that this was his first foreign visit after assuming the position of Director of the General Department of Politics of the Lao People's Army to implement the cooperation plan between the two General Departments of Politics and the two Ministries of National Defense of the two countries; he sent his warm regards and best wishes from Lao General Secretary and President Thongloun Sisoulith and other high-ranking Lao leaders to General Secretary To Lam and other high-ranking Vietnamese leaders.

Highlighting the significance of the visit, on the occasion of the 80th anniversary of the founding of the Socialist Republic of Vietnam and the 50th anniversary of the founding of the Lao People's Democratic Republic, Lieutenant General Vongsone Inpanphim reported to the President on the results of the talks between the two comrades, Directors of the General Department of Politics of the Vietnam and Lao People's Army.
The two General Departments of Politics reviewed and evaluated the cooperation activities in the past time, especially in Party and political work, in which both sides fully implemented the contents of the signed Protocol; at the same time, agreed on the direction and tasks in the coming period; the delegation of the Lao General Department of Politics also worked with the Political Academy of the Ministry of National Defense of Vietnam.
Regarding the cooperation plan for 2025-2026, the two sides continued to affirm the friendship, special solidarity, and comprehensive cooperation between the two countries and the two General Departments of Politics. In particular, the two sides cooperated and helped each other in the fields of Party work, political work, cadre training; and the work of searching for and repatriating the remains of Vietnamese volunteer soldiers who died in Laos.

Emphasizing that defense cooperation is one of the important pillars in the Vietnam-Laos bilateral relationship, the "special of the special" in the cooperative relationship between the two countries, the President highly appreciated the results of comprehensive cooperation between the two Ministries of Defense in general, between the two General Departments of Politics in particular, especially in the fields of coordination and consultation on military and defense work, effectively implementing the common perception of the two countries' senior leaders on military and defense tasks; consulting and sharing experiences in building a strong army in all aspects; training cadres; effectively maintaining mechanisms for exchange, dialogue, and twinning, especially border defense friendship exchanges; cooperation in searching for and collecting the remains of martyrs, volunteer soldiers and Vietnamese experts who died in Laos.
The President suggested that in the coming time, the two countries' armies should strengthen cooperation and exchange experiences in building a strong army in terms of politics, ideology, cadres and organization; focus on consolidating and protecting the Party's ideological foundation, maintaining the Party's absolute and direct leadership in all aspects over the People's Army; enhance the role, effectiveness and efficiency of Party work and political work in each field, program and cooperation project between the two armies; strengthen effective propaganda and education about the history, significance and importance of the special Vietnam-Laos relationship, especially on the occasion of major events of the two countries and two armies; attach more importance to cooperation in human resource training...
On this occasion, the President respectfully thanked the Lao Party, Government, Army and people for their support, assistance and facilitation in searching for, gathering and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos, meeting the wishes and earnest expectations of the martyrs' families and relatives and the customs and practices of Vietnam towards the deceased.

Expressing deep gratitude to the Party, State, army and people of Vietnam for always supporting and helping the State as well as the Lao People's Army over the past time, Lieutenant General Vongsone Inpanphim hopes to continue receiving the attention and direction of the President in the coming time for the army as well as the General Department of Politics of the People's Army of the two countries.
Lieutenant General Vongsone Inpanphim affirmed that in any circumstances, the Lao People's Army will always stand side by side with the Vietnam People's Army to protect and build the country; and foster the great friendship, special solidarity, and comprehensive cooperation between the two countries.
