After studying the draft report, it can be seen that the document has assessed relatively comprehensively the results achieved in the past term, pointed out the limitations, causes, and proposed many important groups of solutions in various fields. However, one of the contents that needs to be emphasized and clarified, especially in the context of comprehensive innovation of the Party's leadership method today, is the work of Party organization and building, especially the planning and training of Party committee personnel.
Lessons from practice in previous terms show that if the work of planning, training and fostering cadres, especially grassroots cadres, is not carefully, scientifically and proactively prepared, it will lead to a passive and confused situation in the process of organizing Party Congresses at all levels, even affecting the quality of personnel participating in Party committees.
Therefore, the Draft Political Report needs to emphasize more clearly the requirement: The work of planning and training personnel for Party committees must be one step ahead, closely following practical requirements, especially at the commune level - where the Party and State's policies and guidelines are directly implemented, as well as being strongly affected by changes in administrative organization, boundaries, functions and tasks.
Only with proactive planning can Party committees at all levels develop appropriate training and development plans, ensuring a source of qualified successor cadres who are both “red” and “specialized”, avoiding the situation of “patchwork” and temporary supplementation. Along with planning, the work of screening cadres in the planning area must also be carried out strictly and transparently, based on the assessment of practical capacity and moral qualities.
To do that, the city and grassroots Party committees need to coordinate more closely with agencies with supervisory and inspection functions in the Party and government, such as the Internal Affairs Committee, the Inspection Committee, the State Inspectorate, the Propaganda and Mass Mobilization Committee, to promptly detect and handle violations by cadres and Party members, and not let individuals who do not have sufficient political qualities and management capacity into the planning.
In the current context, the organizational apparatus also needs appropriate innovations. One of the noteworthy proposals is to pilot the rotation of cadres and concurrent positions in some communes and wards.
Specifically, it is necessary to consider implementing the model: the Party Secretary of the ward (commune) and the Chairman of the People's Committee of the ward (commune) are not local people, in order to increase objectivity and avoid the appearance of "localism". In addition, it is possible to select about 30% of communes and wards to pilot this model, from which to evaluate and draw experience for replication.
The increase in the size of Party organizations in residential groups after the merger requires innovation in the organizational model and leadership methods at the grassroots level. For residential groups with 150 or more Party members (mostly retired cadres), the establishment of a Party unit will help decentralize Party member management more effectively, reduce the burden on the ward Party Committee, and at the same time promote the role of the political nucleus in the residential area.
After the dissolution of the district-level administrative unit, one of the major difficulties is that the district-level reporting team no longer exists, affecting the effectiveness of propaganda, especially in the new communes and wards which are much larger in scale than before. Therefore, the City Propaganda and Mass Mobilization Department needs to urgently rebuild the reporting system, ensuring both quantity and quality, meeting the requirements of propaganda and dissemination of the Party and State's policies and guidelines throughout the area.
Adding and emphasizing the above contents in the Draft Political Report not only demonstrates the spirit of seeking knowledge and listening to practical contributions, but also helps Hue City have more important grounds to strongly innovate Party building work - a key factor ensuring the success of all political tasks in the 2025 - 2030 term.
