On June 10, the Investigation Police Department of Ha Long City Police (Quang Ninh Province) announced that the unit had just detained Nguyen Xuan Tan (born in 1996, residing in Ha Khau Ward, Ha Long City) to investigate the act of illegally detaining a person, causing the death of the detainee.

Previously, at around 8:15 p.m. on June 4, Ha Long City Police received information that Bai Chay Hospital had received and treated NTA, born in 2010, residing in Kien Xuong District, Thai Binh Province, in a state of out-of-hospital cardiac arrest of unknown cause, with both hands bruised. At 10:00 p.m., NTA had cardiac arrest.

Upon receiving the information, Ha Long City Police quickly took action to verify, investigate and clarify. It is known that before the incident, from mid-May 2023, TA and his grandmother went to his uncle Nguyen Xuan Tan's house to play.

Initial investigation showed that because he suspected TA of stealing his friend's money and phone, Tan used a rope to tie TA's hands to the iron bars of the rented room window, and used a tree branch to hit TA's legs and not give him food or water, resulting in TA's death.

Currently, the Investigation Police Agency of Ha Long City Police is continuing to consolidate and complete the case file to handle the subject before the law.

A representative of the Criminal Investigation Department of Ha Long City Police (Quang Ninh) said that the unit has just detained Nguyen Xuan Tan (born in 1996, residing in Ha Khau Ward, Ha Long City) for the act of illegally detaining a person. Initial information is known, at around 20:15 on June 4, Ha Long City Police received information from Bai Chay Hospital with the content: The unit received patient NTA (born 2010, residing in Kien Xuong district, Thai Binh province) for emergency treatment in a state of out-of-hospital cardiac arrest of unknown cause, with both hands bruised. At 22:00 the same day, patient TA had cardiac arrest.

Upon receiving information from the hospital, Ha Long City Police quickly took action to verify, investigate and clarify. Initial verification by the authorities showed that because he suspected TA of stealing money and a phone from his friend, Tan used a rope to tie his nephew's hands to the iron bars of the rented room window; at the same time, he used a tree branch to hit his legs and did not let him eat or drink, leading to TA's death.

It is known that before the incident, from mid-May 2023, TA and his grandmother went to his uncle's house to play and then the above incident happened.

Currently, the case is being further investigated by the Ha Long City Police Department to clarify and consolidate the case file to handle the subject according to the law.
