Within the framework of the visit and working session in Thanh Hoa province, on the morning of December 5, President Luong Cuong and the Central Working Delegation worked with the Standing Committee of Thanh Hoa Provincial Party Committee on the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress for the 2020-2025 term; and key tasks in the coming time.

Economic growth is quite high, economic structure is shifting positively

Reporting to the President and the Central Working Group on the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress for the 2020-2025 term; key tasks in the coming time, Chairman of the Provincial People's Committee Do Minh Tuan said: Since the beginning of the 2020-2025 term, along with the whole country, Thanh Hoa province has encountered many difficulties and challenges; however, with the attention, leadership, direction and support of the Central, the Party Committee, the government, and the people of all ethnic groups in the province, they have promoted the revolutionary tradition, solidarity, proactiveness, creativity, and synchronously, comprehensively and effectively implemented the goals, tasks and solutions set forth by the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress.

Chairman of the Provincial People's Committee Do Minh Tuan presented a report at the meeting.

The average annual growth rate of gross regional domestic product (GRDP) (2021 - 2024) is estimated at 9.92%; of which, in 2024 it is estimated at 11.72%. The scale of GRDP (current price) in 2024 is estimated at 318,752 billion VND, 1.7 times higher than in 2020, ranking 8th in the country. GRDP per capita in 2024 is estimated at 3,360 USD, 1.52 times higher than in 2020.

Agricultural, forestry and fishery production has developed quite comprehensively; the average annual growth rate (2021 - 2024 period) is estimated at 4.05%. It is estimated that by the end of 2024, 15 district-level units will have met the standards and completed the task of building rural areas (NTM), 377/465 communes will have met the NTM standards; 2 districts and 116 communes will have met the advanced NTM standards; 27 communes will have met the model NTM standards; 548 OCOP products will be recognized.

Industrial production continues to grow; the average annual growth rate (2021-2024 period) is estimated at 16.45%. State budget revenue always exceeds estimates; total budget revenue for the 2021-2024 period is estimated at VND 189,588 billion; of which, in 2024 alone, it is estimated at VND 54,341 billion, the highest ever...

Culture and society have made progress, social security has been ensured, and people's living standards have been improved. National defense and security have been maintained, and social order and safety have been ensured. Party building and the political system have been strengthened; the leadership capacity of Party committees and organizations, and the direction and administration of governments at all levels have been improved.

Reporting to the President on the key tasks in the coming time, Chairman of the Provincial People's Committee Do Minh Tuan stated: Thanh Hoa continues to successfully implement the Resolution of the 19th Provincial Party Congress, Resolution No. 58-NQ/TW of the Politburo, contributing to the successful implementation of the Resolution of the 13th National Party Congress; striving to make Thanh Hoa a new growth pole in the North of the country by 2025, and a modern industrial province by 2030, with people having a higher standard of living than the national average. To achieve this goal, Thanh Hoa has proposed 10 groups of specific tasks and solutions.

Continue to care, help and support Thanh Hoa to develop

At the meeting, Thanh Hoa province proposed that the President consult with the Prime Minister to consider supporting the central budget for Thanh Hoa and Hoa Binh provinces to invest in the project of a traffic route connecting Ho Chi Minh road (in Ngoc Lac district) with National Highway 6 (in Tan Lac district, Hoa Binh province) with a length of 109km, total cost of about 16,500 billion VND.

Currently, Thanh Hoa province is organizing the preparation of a pre-feasibility study report for the project of the road connecting Thanh Hoa city to Ngoc Lac district and the western districts of Thanh Hoa to reduce the load on existing roads; through the survey, the new route is about 54km long, of which 49.3km is newly invested (the remaining 4.7km overlaps with existing roads) with a total investment of about 5,400 billion VND. It is proposed that the President give his opinion to the Government and the Prime Minister to consider and support capital from the central budget to invest in the above project.

Propose that the President consult with the Central Steering Committee, the Central Organizing Committee, the Government, the Prime Minister, and the Ministry of Home Affairs to assign additional staffing in the education sector to Thanh Hoa province in 2025 and 2026 in accordance with Decision No. 72-QD/TW, dated July 18, 2022 of the Central Executive Committee; at the same time, provide financial support for Thanh Hoa province to sign labor contracts with teachers and administrative staff according to the provisions of Decree No. 111/2022/ND-CP, dated December 30, 2022 of the Government.

Propose that the President consult with the Government to consider and amend Decree No. 76/2019/ND-CP in the direction of supplementing attraction policies for cadres, civil servants, public employees, and workers working in mountainous areas and areas with difficult socio-economic conditions, with an allowance of 50% of the current salary.

The President is requested to consult with the National Assembly Standing Committee and the Prime Minister to consider adjusting and raising the regular expenditure norms of the state budget for the defense and security sector during the next budget stabilization period, in order to ensure resources for localities to effectively carry out defense and security tasks in their localities.
