On December 29, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", chaired the sixth meeting of the Steering Committee.

At this meeting, the Steering Committee discussed and gave opinions on the draft Summary Report on the implementation of Resolution No. 18-NQ/TW, focusing on a number of contents such as ending the operation of the State Capital Management Committee at enterprises; on the organizational arrangement targets within ministries, ministerial-level agencies, and government agencies.

The Steering Committee also discussed the time to submit to the Government a draft Decree on the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies that are not subject to mergers and acquisitions. Reports presented at the meeting showed that the work of reorganizing the political system was urgently implemented by ministries, ministerial-level agencies, and government agencies, basically completing the project. It is expected that the government apparatus will be streamlined from 30 to 21 focal points, including 13 ministries, 4 ministerial-level agencies, and 4 government agencies.

In addition, the agencies will also arrange and streamline their internal apparatus in conjunction with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. According to the plan, 12/13 General Departments and equivalents; 500 Departments and equivalents under ministries and general departments; 177 departments under ministries and agencies; 190 public service units will be reduced.

In the recent past, relevant ministries and agencies have consulted and finalized draft decrees regulating functions, tasks, powers and organizational structures. During this process, localities have also arranged their apparatus vertically in accordance with the Government's arrangement.

Concluding the meeting, Prime Minister Pham Minh Chinh requested the Ministry of Home Affairs to absorb the opinions at the meeting and listen to the valid opinions of the agencies, to complete the documents reporting to the Central Steering Committee and the Politburo.

Emphasizing the principle of apparatus arrangement to ensure leanness, compactness, strength, efficiency, effectiveness, and efficiency, the Prime Minister requested agencies to update the actual situation, associated with streamlining and improving the quality of civil servants and public employees.

According to the Government leader, the reorganization of the apparatus must reduce intermediaries and focal points, but must not overlap or omit functions, tasks, and powers. The Prime Minister also requested to submit appropriate plans when merging some ministries, ministerial-level agencies, and agencies under the Government. Mergers and consolidations must be linked to the arrangement of staff, and the review and handling of existing internal problems.

For ministries, ministerial-level agencies, and government agencies with "ripe, clear, proven correct, and agreed upon by the majority" rearrangement plans, Prime Minister Pham Minh Chinh directed the completion of documents to submit to competent authorities for decision.

The head of the Government also requested to continue to improve the regime and policies for cadres, civil servants and public employees in the process of restructuring the apparatus, especially the need for policies to encourage cadres to go to the grassroots.

According to Prime Minister Pham Minh Chinh, in the process of restructuring and streamlining the apparatus, tasks must still be promoted, implemented and completed, and after completion, work must be started immediately. Continue to review, research, propose and amend relevant legal regulations to remove obstacles in the restructuring and streamlining process.
