Efforts to complete many projects

The joint venture of Long Viet Tuan Construction and Trading Company Limited and Nhat Nhu Khue Company Limited has completed the construction of a new emergency room, examination room, pharmacy department... of Dai Loc Medical Center. The investor and contractor are carrying out fire prevention and fighting acceptance procedures, waiting for the Department of Construction to inspect, accept, hand over and put into use.

The remaining four projects are undertaken by the joint venture of Huong An Que LLC and Nhat Nhu Khue LLC. The investment and construction progress is also being accelerated.

It is expected that up to 3 health centers will be completed in September 2024. Specifically: Nui Thanh and Nam Giang health centers have completed construction. Currently, these centers are completing technical acceptance documents, moving towards acceptance and handover for use. Tien Phuoc health center has reached 85% of the contract value, and is expected to be handed over and put into use in September 2024.

Although Que Son Medical Center is stuck with land acquisition issues, construction will not begin until early July 2024, but the investment progress is also positive. According to the investor, this project has completed the rough construction of the infectious disease department and is constructing the foundation of the oriental medicine department.

The volume of work performed is approximately 30% of the contract value. This project will be completed, handed over and put into use by the end of November 2024 at the latest.

Even the medical equipment package worth about 7.65 billion VND, which is currently selecting a procurement contractor, is expected to complete the procurement, installation of medical equipment, and handover and use by the end of November 2024.

Mr. Nguyen Minh Phuong - Head of Project Management Department I, Provincial Construction Investment Project Management Board said that the progress and quality of the project are guaranteed on time, the design documents are approved. The contractors are committed to completing the project on time and according to plan.

Unlike the project “Investing in building, upgrading and renovating 5 health centres”, the project “Investing in building, upgrading, renovating and purchasing equipment for 76 commune-level health stations” has encountered many difficulties. According to statistics, currently 15/53 health centres are under construction.

The project volume has reached about 25/35.4 billion VND (equivalent to 71.4% of the contract value). The first two health stations completed and temporarily handed over for use are Tam Hoa and Tam Giang (Nui Thanh). The remaining health stations are expected to be completed and handed over for use by the end of September 2024...

Effort until the last day

The investment “history” of these two medical projects is a long series of days of “racing” with few precedents for investors in public investment projects. On August 1, 2022, the Government announced the list and investment capital level, after 1 month (August 30, 2022), all documents must be sent to the Ministry of Planning and Investment to submit to the Prime Minister.

Quang Nam authorities, the investor, have successfully completed the documents, procedures... according to the set timelines to be able to benefit from the Central Government's capital. The Government has allowed these two projects to be extended by 1 year and will end on December 31, 2024, instead of December 31, 2023 as originally planned.

The 5 health centers project may be completed when the disbursement rate of the project has reached 54.8% (50.4 billion/92 billion VND). The projects are almost completed. The contractors have committed to completing them on schedule. The most difficult problem is the 76 health centers project when the disbursement rate has only reached 9.5% (18.7 billion/197 billion VND).

Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment requested the investor and contractor to increase human resources, machinery and construction equipment to complete the project.

The investor needs to make a detailed plan for each work content, specific completion timeline, organize management, control progress, and disburse 100% of the capital allocated for these two projects.

Review all contingency costs of projects that cannot be used, propose to refund the central budget to increase the disbursement rate of allocated capital.

There are only 3 months left until the end of the program. However, in reality, many of the project's health stations are still struggling to open bids and approve them.

Many projects have not shown any signs of starting, from new investment to repair. The remaining stations have exceeded the construction contract deadline as committed, but the contractor has stopped, and it is not known when the reconstruction will be resumed. Even though 15 health stations are under construction, Tam Anh Bac health station (Nui Thanh) does not have a construction site.

Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh requested investors to develop detailed and specific plans for each project, speed up investment construction progress, disburse funds, complete projects on schedule, and not lose capital.

Mr. Nguyen Hung - Deputy Director of the Department of Planning and Investment said, in the most optimal conditions, no complaints or lawsuits in bidding, no fluctuating weather... then there is still hope to be able to complete and disburse all capital.
