Having been attached to the "land of four Muongs" since the early days of the province's re-establishment, Agribank Hoa Binh - now part of the Agribank Phu Tho system - has always played a key role in rural finance. The bank has synchronously deployed solutions to support people in making ATM cards, registering for e-banking services, paying electricity, water, tuition fees... through their accounts. On pension and allowance payment days, the branch system across the province operates smoothly, providing dedicated service.

Statistics show that the proportion of adults with bank accounts in the area is over 80%, 100% of budget spending units have paid individuals via accounts. In the past 3 years, e-commerce transactions have grown by an average of 50% in quantity, 20% in value; transactions via mobile phones alone have increased by 70%.

The electricity industry is promoting digital transformation, including building and operating the XA centralized and automatic monitoring center.

Not only in the banking sector, digital services are spreading to many industries and areas in social life, gradually forming a "digital society" platform. Mr. Xa Van Ngọt in Na Muoi hamlet, Duc Nhan commune said: Thanks to installing the VNeID application, all of his personal documents have been integrated on his phone, ready to use without worrying about losing them. VNeID application developed by the Ministry of Public Security is becoming an effective identification and authentication tool for people.

According to Lieutenant Colonel Dinh Quoc Trinh, Head of the Department of Administrative Management of Social Order, Provincial Police, 100% of the requirements for creating electronic identification accounts were met; many essential administrative procedures were integrated into the National Public Service Portal. This is an important step in implementing Project 06/CP, as well as promoting the application of science and technology, digital transformation, creating a foundation for the development of "digital society" and "digital citizens" in the locality.

Taking "digital transformation" as a growth driver

Comrade Pham The Hai, Deputy Director of the Department of Science and Technology, said: After the merger of the three provinces of Hoa Binh, Vinh Phuc, and Phu Tho, the Steering Committee for Science and Technology Development, Innovation, and Digital Transformation was strengthened from the province to the commune and ward levels. The Provincial People's Committee issued decisions specifying policies, assigning tasks, and assigning the Department of Science and Technology as the standing agency.

The whole province currently has more than 10,200 BTS stations, 3G and 4G coverage throughout the area, and 170 5G stations commercially broadcasting. The Provincial Data Center has been invested synchronously, ensuring information security. 100% of agencies and units from the province to the commune have computers, LAN networks and specialized data transmission lines. In particular, in the health sector, 100% of medical examination and treatment facilities accept e-commerce, deploy health insurance examination using chip-based citizen identification cards/VNeID, connect electronic health records, and apply online medical examination and treatment consultation. In the education sector, 100% of urban educational facilities collect tuition fees through banks, deploy school management software, digital student records, and apply IT in teaching and learning.

In agriculture, more and more farms have applied automatic feeding and drinking trough systems, surveillance cameras, and product traceability stamps. The construction sector has completed the construction professional capacity database, regularly updated on the national system. The province has launched the movement "Innovation, digital transformation and digital literacy" to all classes and has become a mass movement. A series of training courses on digital skills, network security, and AI applications have been opened for officials, teachers, and people.

The results achieved are not only thanks to infrastructure and technology, but also to the political determination and consensus of the entire political system from the province to the localities. In particular, with the determination to gradually turn each person into a "digital citizen", each village and hamlet into a "digital community", moving towards a modern "digital society", closely linked to the socio-economic development process, making "digital transformation" the driving force for growth... is the consistent goal in the new era of the province.
