According to Article 44, Section 6 of the Law on Medical Examination and Treatment, the practitioner's obligation towards the patient is to promptly provide first aid, emergency care, medical examination and treatment to the patient.
Dr. Vuong Anh Duong, Deputy Director of the Department of Medical Examination and Treatment Management, Ministry of Health, said that the Department has received information related to the emergency treatment of MTA (4 years old) who had a traffic accident at Nam Dinh Provincial General Hospital.
Currently, the Department has sent an official dispatch to the Director of the Department of Health of Nam Dinh province, requesting urgent direction to relevant parties to review the process of receiving and treating emergency care for child MTA at Nam Dinh General Hospital.
At the same time, individuals and groups will be strictly punished if violations are detected. The Ministry of Health also requested the Nam Dinh Provincial Department of Health to coordinate with the National Children's Hospital to detect professional limitations (if any) and promptly correct them.
Previously, on May 3, a 2-minute clip about an incident at Nam Dinh General Hospital was circulated on social media. A man saw a child having an accident with a homemade tricycle and took the child to the emergency room. At Nam Dinh General Hospital, medical staff required that the child pay the full hospital deposit before receiving emergency care.
A quick report on May 4 from Nam Dinh General Hospital said that at 4:03 p.m. on April 3, MTA (4 years old) was brought to the hospital after a traffic accident in a conscious state, crying a lot, with a scratch on his right elbow, no difficulty breathing, and no cyanosis.
The child was examined and classified by orthopedic and general surgeons (although the patient had not yet registered for examination and paid). At 4:10 p.m., the doctor ordered a CT scan, ultrasound, and X-ray. During the implementation of the instructions, the nurse gave instructions. At 4:20 p.m., the CT scan results were available; at 4:40 p.m., the full results of the X-ray and abdominal ultrasound were available.
After performing paraclinical instructions and being prescribed medication, IV fluids, and emergency treatment by the doctor, at 5:45 p.m. on May 3, the child was transferred to the National Children's Hospital.
Also according to the representative of Nam Dinh Provincial General Hospital, during the examination, ordering of paraclinical tests and treatment, the person who brought the child paid an advance of 500,000 VND and the hospital staff completed the administrative procedures on the hospital management software system so that the patient did not have to pay an additional advance.
The quick report also said that the on-duty team on May 3 explained that the medical staff did not directly discuss with the person who brought the patient to the emergency room the content of "paying enough money before going to the emergency room", the medical staff only discussed with each other to carry out administrative procedures, leading to a misunderstanding by the person who brought the child to the hospital.
On the evening of May 3, child A was transferred from Nam Dinh General Hospital to the National Children's Hospital. There, the child was diagnosed with kidney damage and abdominal trauma. During emergency surgery, doctors discovered that the child's diaphragm was torn due to great pressure.
Currently, the child is receiving post-operative resuscitation treatment, his condition is still serious and needs close monitoring.
- Timely provide first aid, emergency care, medical examination and treatment for patients, except in cases specified in Clauses 2, 3, 4 and 5, Article 40 of this Law.
- Respect the rights of patients, have a caring and gentle attitude towards patients.
- Consulting and providing information as prescribed in Clause 1, Article 9 of this Law.
- Treat patients equally, not letting personal interests or discrimination influence professional decisions.
- Patients may only be required to pay for medical examination and treatment costs as prescribed by law.
