Minister Nguyen Kim Son has responded to the proposal to allow extra teaching and learning at schools under strict management of the education sector and with full tax payment.

Minister of Education and Training Nguyen Kim Son responded to voters' opinions from several provinces sent before the 9th session of the National Assembly.

Will issue documents guiding teaching 2 sessions/day

Voters in Ninh Binh province said that parents and people agree with the strict management of extra teaching and learning outside of school according to Circular 29 of the Ministry of Education and Training regulating extra teaching and learning.

However, parents and people hope that all levels should consider allowing schools to organize extra classes at school under the strict management of the education sector and pay state taxes according to regulations, creating favorable conditions for students to travel and study.

The management of extra classes and tutoring at schools will be better and more convenient, the school facilities will also ensure better learning for students; the cost of extra classes and tutoring at schools will be lower than at current centers.

This helps reduce financial pressure for parents and makes them feel more secure when their children study at school.

Responding to this content, Minister of Education and Training Nguyen Kim Son said that recently, the Ministry has implemented many solutions to manage extra teaching and learning activities.

At the same time, strengthen the quality of formal school hours and increase accountability for the quality of education at schools.

Provide time and space for students to experience, practice and train through educational activities according to individual needs for comprehensive development.

The Ministry has advised the Prime Minister to issue Directive 17 on organizing 2 sessions/day of teaching and organizing summer activities for children and students.

Accordingly, a document will be issued guiding the teaching of two sessions per day to effectively implement the general education program; organize self-study and group study for students, increase practice, and improve the quality of comprehensive education in terms of qualities and abilities.

Strengthen educational activities on culture, arts, physical education, life skills, STEM education, career education, development of foreign language skills, especially English, digital skills, AI skills, personal talents in culture, arts...

Thereby meeting the needs, interests and aspirations of students; promoting socialization to improve the quality of education.

At the same time, preside over and coordinate with ministries, agencies and localities to focus on directing the implementation of tasks related to organizing 2-session teaching/day (including extra teaching and learning content).

Direct and promptly guide localities to synchronously deploy solutions, develop plans and roadmaps for organizing 2-session/day teaching in accordance with local realities in terms of facilities, finance and teaching staff.

Prioritize budget allocation to ensure conditions for organizing 2-session teaching/day; effectively implement programs and projects to improve facilities for educational institutions.

Especially in remote areas, areas with difficult or especially difficult socio-economic conditions, border areas, and islands, ensuring fairness in access to education.

With the above regulations, according to Minister Nguyen Kim Son, schools will effectively exploit facilities and resources, limit waste of public assets and family expenses to comprehensively develop students.

Additional sanctions will be added to handle violations of regulations on extra teaching and learning.

Voters recommend that the Ministry of Education and Training issue regulations on licensing, management, inspection, evaluation, and handling of extracurricular tutoring facilities to ensure quality and learners' rights, facilitate public supervision, and inspection and examination by management levels.

Responding to this content, Minister Nguyen Kim Son said that Circular 29 has regulated on extra teaching and learning and has given regulations that can and cannot be implemented in extra teaching and learning.

The Circular also clearly stipulates the responsibilities of all levels and sectors in managing extra teaching and learning activities.

The Ministry is finalizing and adjusting regulations on administrative sanctions in the education sector, including adding sanctions to handle violations of regulations on extra teaching and learning.

Continue to advise the Government to include tutoring and learning services in the list of conditional business lines to make management of these services more transparent and clear.
