The report at the meeting showed that in April and the first 4 months of 2024, the Committee's leadership resolutely directed departments and units to implement assigned tasks (the Minister, Chairman and Deputy Ministers and Vice Chairmen issued 34 Notices of conclusions and 41 Notices of directive opinions to implement tasks). Basically, the projects and tasks assigned by the Government and the Prime Minister in April and the first 4 months of 2024, especially the projects with slow implementation, have been completed.
The work of preparing the dossier proposing to adjust the investment policy of the Government's Program (assigned by the Committee for Ethnic Minorities to preside over) was highly appreciated by the Standing Committee of the National Assembly (Notice No. 3540/TB-TTKQH15 dated April 24, 2024 of the Secretary General of the National Assembly announcing the conclusion of the Standing Committee of the National Assembly on the dossier proposing to adjust the investment policy of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030); the tasks under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I: From 2021 - 2025 (National Target Program 1719) were implemented synchronously, achieving many positive results.
The disbursement of public investment capital has been basically implemented to ensure progress and requirements; departments and units have thoroughly grasped and strictly implemented the Working Regulations of the Ethnic Minority Committee, its rules and regulations; the implementation of discipline and administrative discipline has been strengthened.
The implementation of tasks assigned by the Government and the Prime Minister to the UBDT on the Government database system has achieved good results. Since the beginning of the year, the UBDT has consistently ranked first in the list of ministries and ministerial-level agencies with the highest rate of completed assigned tasks. In April, the UBDT was one of the few ministries and agencies assessed as exemplary in implementing the Government's working regulations.
Based on the results of work in April, the direction and management work in May 2024 continues to carry out tasks according to the approved plan, the Committee for Ethnic Minorities continues to strengthen its grasp of the living conditions, socio-economic situation in ethnic minority areas. Monitor and grasp the situation of political security, social order and safety, natural disasters, epidemics, the implementation of ethnic policies; promptly report outstanding incidents and hot spots in ethnic minority areas. Carry out tasks assigned by the National Assembly, the National Assembly Standing Committee, the Government, and the Prime Minister to ensure the quality completion of tasks within the prescribed deadline.
Advise and effectively implement ethnic policies, especially key tasks under the National Target Program 1719 and ethnic programs and policies that are still in effect... Continue to advise on the implementation of Decision No. 752/QD-TTg dated June 23, 2023 of the Prime Minister on ordering a number of newspaper and magazine publications for ethnic minority and mountainous areas, and areas with special difficulties in the period 2023 - 2025.
Prepare conditions for organizing working delegations of the leaders of the Committee for Ethnic Minorities to attend the 2024 Provincial and District Ethnic Minority Congresses of localities. Strengthen administrative reform, apply information technology in public service activities. Strictly implement the information, reporting, and timely and accurate information provision regimes to effectively serve the direction and administration of the Committee for Ethnic Minorities...
Discussing at the meeting, delegates assessed that in April, the departments and units proactively and actively advised and coordinated to implement and basically completed assigned tasks on schedule, ensuring quality; however, some advisory tasks were implemented slowly, and the quality of advisory was limited.
Delegates also spoke and clarified a number of contents such as: Progress in completing the appraisal of investment policies, adjusting investment policies for projects under the National Target Program 1719; conditions for organizing working delegations of leaders of the Committee for Ethnic Minorities to attend the 2024 Provincial and District Ethnic Minority Congresses of localities; progress in implementing Decision No. 752/QD-TTg dated June 23, 2023 of the Prime Minister...
Concluding the meeting, Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh highly appreciated the results of the work of the departments and units in April and the first 4 months of the year. Minister and Chairman Hau A Lenh said that besides the achieved results, there are still some limitations that need to be overcome in the coming time.
Accordingly, Minister and Chairman Hau A Lenh requested that for tasks submitted to the National Assembly, the Government, the Prime Minister, departments and units review the entire process and content, organize conferences to collect opinions from relevant agencies to complete the dossier in accordance with regulations and submit to competent authorities.
At the same time, Minister and Head Hau A Lenh requested departments and units to promote administrative reform; advise and coordinate closely to effectively carry out administrative reform tasks in the Ethnic Minority Committee.
Regarding public investment disbursement, Minister and Head Hau A Lenh requested the Advisory Team to proactively advise and coordinate with investors to advise the Deputy Minister and Deputy Head in charge to urge progress and resolve difficult issues; at the same time, review the entire process and task content to improve work quality, ensure progress in terms of time, and ensure documents are in accordance with procedures and regulations.
Regarding propaganda work, Minister and Director Hau A Lenh requested the Propaganda Department to strengthen coordination with the press agencies from the central to local levels to promote communication on ethnic affairs and ethnic policies. In particular, the Minister and Director directed that propaganda contents must convey positive changes in the implementation of ethnic policies and the National Target Program 1719 in localities.
Regarding the organizational structure, Minister and Head Hau A Lenh requested the Department of Planning and Organization to continue reviewing, supplementing and adjusting the planning at all levels; at the same time, perfecting the organizational structure system, especially at public service units associated with the appointment, transfer, rotation, recruitment, arrangement of staff and implementation of policies.
