The above comments were made by Minister Pham Thi Thanh Tra at the conference to review the first 6 months of the year and deploy tasks for the last 6 months of 2024 between the Ministry of Home Affairs and localities held on the morning of July 8 in Ho Chi Minh City.

Reviewing the results of the first 6 months of the year, Ms. Tra said that the internal affairs sector has made determined efforts to carry out new, difficult and complicated tasks and achieved success.

The first is to advise on implementing salary policy reform in a careful and methodical manner, ensuring inclusiveness and effectiveness. The policy takes effect from July 1, with the highlight being the increase in the basic salary from VND 1.8 million to VND 2.34 million (equivalent to 30%), contributing to creating a joyful, excited and satisfied social mood.

“This satisfaction is what makes us happiest because not only the public sector but also more than 50 million people are attached to the basic salary and allowances, social subsidies, social security, and social welfare,” the Minister of Home Affairs emphasized.

The policy advisory process demonstrates dynamism, flexibility, and creativity in implementing the Party's policies, meeting the expectations of all subjects, and not leaving anyone disadvantaged in the policy on salary, subsidies, and allowances.

Regarding the organizational structure, Minister Pham Thi Thanh Tra said that the Home Affairs sector is directly advising on a revolutionary and initially successful task, which is the arrangement of administrative units. Up to now, the sector has fundamentally resolved the problems arising when implementing the arrangement of administrative units at the district and commune levels in the period of 2019 - 2021.

At the same time, the Home Affairs sector is also accelerating the progress of the administrative unit arrangement project for the period 2023 - 2025. Currently, 28/53 units have completed the project, the Ministry of Home Affairs has appraised 14 dossiers, and submitted 5 dossiers to the Government, typically the localities of Nam Dinh, Hai Phong, Hanoi, Tuyen Quang, Soc Trang, and Can Tho. In the coming time, the Ministry of Home Affairs will continue to work with localities to remove obstacles, ensuring the completion progress in September 2024.

According to the plan to rearrange administrative units in the period of 2023 - 2025, there are 53 localities that need to be rearranged, of which the district level has 49 units, after the rearrangement it is expected to reduce 12 units, and the commune level has 1,247 units, after the rearrangement it is expected to reduce 624 units.

Will work with hesitant localities to arrange administrative units

Listing some key tasks in the last 6 months of the year, Minister Pham Thi Thanh Tra informed that she will focus on consulting on amending 4 laws: the Law on Government Organization, the Law on Local Government Organization, the Law on Civil Servants and the Law on Public Employees along with 10 related decrees to gradually prevent the situation where officials are afraid of making mistakes and avoid them.

Regarding the arrangement of administrative units, Ms. Tra stated that any locality that fails to complete the schedule will be held responsible before the Politburo, the Government, and the National Assembly. In the near future, the Ministry of Home Affairs will work with some localities that are slow, hesitant, and not resolute in implementing the arrangement of administrative units.

Regarding the issue of streamlining the payroll, the Minister of Home Affairs acknowledged that reducing civil servants will be difficult, but for public employees, there is still much room through promoting the socialization of public services and increasing the autonomy of public service units.
