According to Decision No. 177 dated February 16 on the division of work between the Minister and Deputy Ministers of the Ministry of Information and Communications, the principles of division of work and working relationship between the Minister and Deputy Ministers are clearly stipulated; responsibilities and powers of Deputy Ministers within the scope of work assigned by the Minister; and tasks directed by the Ministry's leaders.

The new decision also stipulates specific division of work between the Minister and Deputy Ministers. Accordingly, Minister Nguyen Manh Hung leads and comprehensively manages all activities within the functions, tasks and powers of the Ministry of Information and Communications.

The Minister directly directs and manages the organization and personnel work; internal political protection; legal work and other work assigned by the Government and the Prime Minister. The Department of Organization and Personnel is the unit directly directed by the Minister.

Regarding the specific work of the Deputy Ministers of the Ministry of Information and Communications, the new assignment has had some adjustments reflecting the Party Executive Committee's policy of rotating the management of areas under the Ministry.

Specifically, Deputy Minister Pham Duc Long assists the Minister in charge of the fields of IT application, digital transformation, digital economy, digital society, electronic transactions; radio, television and electronic information; digital content; network information security.

Assist the Minister in charge of Party and mass organizations; administrative reform; innovation in management organization, restructuring, equitization of state-owned enterprises, investment, corporate finance and operations of enterprises under the Ministry.

Deputy Minister Pham Duc Long was also assigned to monitor and direct the Department of Digital Economy and Digital Society; the National Digital Transformation Agency; the Information Security Agency; the Department of Radio, Television and Electronic Information; the National Center for Electronic Authentication; the National Institute of Digital Technology and Digital Transformation, and two enterprises, Vietnam Post Corporation and VTC Multimedia Corporation.

Meanwhile, Deputy Minister Nguyen Huy Dung was assigned to assist the Minister in charge of telecommunications, Internet, radio frequencies; and assist the Minister in charge of flood and storm prevention and control, and natural disaster mitigation.

Deputy Minister Nguyen Huy Dung is responsible for monitoring and directing the Department of Telecommunications, the Department of Radio Frequency, the Central Post Office, the Vietnam Internet Center, the Vietnam Public Telecommunications Service Fund and the Information and Communications Magazine.

The Minister assigned Deputy Minister Phan Tam to be in charge of international cooperation, international economic integration; emulation - rewards and history - tradition; training, fostering, and human resource development; science and technology; intellectual property; standards and quality in the field of information and communication; policies, strategies, planning, plans, programs, and projects on the development of the information and communication industry.

Deputy Minister Phan Tam will monitor and direct the Department of Science and Technology, the Department of International Cooperation, the Academy of Posts and Telecommunications Technology, the College of Information and Communications, the School of Training and Fostering Information and Communications Management Staff, and the Institute of Information and Communications Strategy.

In addition to performing his duties as spokesperson of the Ministry of Information and Communications, Deputy Minister Nguyen Thanh Lam is assigned to assist the Minister in charge of the fields of press, communications; publishing, printing and distribution; foreign information and grassroots information.

The units assigned to Deputy Minister Nguyen Thanh Lam to monitor and direct include the Press Department, the Grassroots Information Department, the Department of Publishing, Printing and Distribution; the Department of Foreign Information; VietNamNet Newspaper; and the Information and Communications Publishing House.

For Deputy Minister Bui Hoang Phuong, postal services and digital technology industry are two areas assigned by the Minister to the Deputy Minister. The Deputy Minister is responsible for monitoring and directing the Postal Department, the Legal Department, the Planning and Finance Department, the Ministry Office, the Ministry Inspectorate, the Department of Information Technology and Communications Industry; and the Information Center.

Deputy Minister Bui Hoang Phuong is also assigned to assist the Minister in charge of the following tasks: Internal affairs; planning - finance; anti-corruption, anti-smuggling; practicing thrift, anti-waste; inspection; digital transformation in personnel work and standardizing personnel procedures, personnel records; applying IT, digital transformation in the Ministry of Information and Communications; defense - security, military, and veterans' work of the Ministry.

Along with that, the Ministry of Information and Communications has made some adjustments in assigning leaders of the Ministry to monitor localities, associations, and unions and participate in steering committees, committees, and councils.

The new decision also clearly states that, based on the actual situation, the Minister of Information and Communications will review and adjust the division of work between the Minister and Deputy Ministers to ensure effective implementation of the functions, tasks and powers of the Ministry.
