(Chinhphu.vn) - The Ministry of Home Affairs requires agencies and localities to urgently review, synthesize and report data on administrative organizations, public service units, and the number of civil servants and public employees after the process of restructuring the apparatus and implementing the two-level local government model.

Minister of Home Affairs Pham Thi Thanh Tra has just signed and issued Official Dispatch No. 5765/BNV-TCBC to ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally-run cities, requesting to review, synthesize and report statistical data on administrative organizations, public service units, and civil servant and public employee payrolls after rearranging the apparatus and organizing the implementation of two-level local government.

This is a necessary preparation step to have a basis for an overall assessment of the organization and implementation of the 2-level local government model in accordance with the direction of the Politburo and the Secretariat. This information will serve the work of summarizing and proposing and implementing a number of tasks assigned by the Politburo.

Regarding the organizational structure, the Ministry of Home Affairs proposed to count the number of administrative organizations and public service units at each management level as of July 31, 2025.

For specialized departments under the People's Committees at the commune level, please clearly report on the number of organizations and names of these specialized departments, and report on cases where the administrative units at the commune level do not organize specialized departments according to the provisions of Decree No. 150/2025/ND-CP dated June 12, 2025 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards, and special zones under provinces and centrally run cities (due to specific characteristics, if any).

Regarding the payroll, the Ministry of Home Affairs proposed to count the number of civil servants and employees in public service units managed by ministries, branches and localities as of July 31, 2025; compare (increase or decrease) with the number of civil servants and employees assigned by competent authorities in 2022 and additional assignments until 2025 (if any).

Due to the urgent time requirements, the Ministry of Home Affairs requests ministries, branches and localities to urgently implement and send official reports to the Ministry of Home Affairs no later than August 4, 2025. This is to ensure the progress of synthesis, serve the assessment and subsequent proposals to be submitted to competent authorities for consideration and decision.

Previously, at the conference to review 1 month of operating the 2-level local government, Minister of Home Affairs Pham Thi Thanh Tra said that, in addition to positive results, some commune-level governments have not arranged enough key leadership positions (lack of Executive Committee members, Standing Committee members, Secretaries, Deputy Secretaries, Chairmen/Vice Chairmen of the People's Committee, Chairmen/Vice Chairmen of the People's Council). The establishment, arrangement and reorganization of commune-level public service units in some localities are still stuck, and the authority to implement is unclear.

The quantity and quality of cadres and civil servants are uneven; many places lack specialized cadres (science and technology, land administration, finance, law). The number of deputy cadres in some provincial agencies is still high; the allocation of cadres is unreasonable, leading to surpluses in some places and shortages in others....

According to Minister of Home Affairs Pham Thi Thanh Tra, currently, the team of commune-level cadres and civil servants are mainly former commune-level civil servants (accounting for about 70%), the remaining 30% are transferred from the (old) provincial and district levels. This leads to a lack of uniformity in qualifications and skills and causes difficulties in arranging suitable personnel.

Minister Pham Thi Thanh Tra suggested that localities need to review, synthesize, and evaluate the arrangement and assignment of cadres, civil servants, and public employees, thereby classifying and screening cadres and civil servants according to specific criteria and standards. On that basis, a solution will be developed, while at the same time opening up new recruitment and recruitment opportunities to meet task requirements.

The Ministry of Home Affairs will soon advise the Government to issue a Decree on job positions, which will serve as a basis for both arranging, screening and restructuring the staff, especially at the commune level. At the same time, it will organize training courses to improve the capacity to perform tasks in the new context.
