Authorized by the Minister of Home Affairs, Deputy Minister Vu Chien Thang has just signed an official dispatch to the People's Committees of provinces and cities regarding a number of contents related to mass organizations assigned by the Party and State.

The Minister's dispatch clearly stated that developing a project to arrange and streamline the Fatherland Front agencies, socio-political organizations and mass organizations assigned by the Party and State after merging and consolidating is a content that needs to be deployed when implementing Conclusion 127 of the Politburo and Secretariat.

The implementation of this policy is also based on Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government on organization, operation and management of associations.

Based on that, the Ministry of Home Affairs requests the People's Committees of provinces and centrally-run cities to base on the above policy and the guidance of the Vietnam Fatherland Front to coordinate in developing plans and schemes for the arrangement of local associations. The arrangement must be carried out according to authority, ensuring compliance with reality, contributing to streamlining focal points, improving the management and operation efficiency of associations.

To ensure the principles, objectives, content requirements and progress of effective implementation of tasks and solutions according to Conclusion No. 127 of the Politburo and the Secretariat, the Minister of Home Affairs stated that the People's Committees of provinces and centrally-run cities report to competent authorities to consider temporarily suspending the settlement of administrative procedures arising after March 1, 2025 for associations assigned by the Party and State in the locality, awaiting further instructions on the arrangement of the political system apparatus.

Previously, the Ministry of Home Affairs also sent a document requesting the People's Committees of provinces and cities to temporarily suspend the organization of the Patriotic Emulation Congress at district and commune levels until the arrangement and organization of administrative units are completed.

30 organizations assigned tasks by the Party and the State currently operate with the State's financial support mechanism to carry out assigned tasks; are allowed to organize a number of economic activities... (according to Decision 118 of 2023 of the Central Executive Committee).

These associations have an organizational system from central to local levels.
