Ministry of Education and Training plans to tighten admission based on academic records from 2025

In the draft revised regulations on university and college admissions for preschool education, the Ministry of Education and Training plans to add admission conditions based on academic records.

The Ministry requires that the transcript must be considered in a combination of at least three subjects, including Math or Literature, with a weight of at least one-third of the total score. A major or training program can use several subject combinations at the same time. In that case, the common number of subjects in the combinations must have an assessment weight of at least 50% of the total score.

Schools can use unlimited admission combinations, instead of only being allowed to use 4 combinations as at present, but are bound by the weighting of the scores of the subjects.

The Ministry also requires schools to use the results of the entire 12th grade of candidates, instead of using the scores of 3-5 semesters as at present. If this becomes a reality, universities will not be able to consider admission based on transcripts and announce the standard scores from March as at present.

The draft continues to allow schools to organize early admissions in an appropriate manner to select candidates with outstanding abilities and academic achievements. However, the draft stipulates that the early admission quota of schools shall not exceed 20% of the quota of each training major and group of majors; ensuring that the admission score for early admissions (after equivalent conversion) is not lower than the admission score for the general planned admission round.

Schools organize admission exams for candidates who have completed the admission procedures, and publicly announce the list of candidates who are eligible for admission. At the same time, the number of candidates announced as successful candidates must not exceed the early admission quota announced for each major and training group.

The Ministry also noted that schools are not allowed to require candidates to commit to or confirm enrollment earlier than the general schedule in any form.

The draft also adds responsibilities of training institutions in the admission process. Specifically, training institutions must provide full information, advice and guidance to candidates, not allowing candidates to register for a training program, major or group of majors without meeting the requirements; be responsible and proactive in resolving the transfer of candidates due to errors in admission.

Accordingly, candidates with academic results in all 3 levels of high school ranked good or higher or high school graduation scores of 8 or higher. Particularly for the majors of Physical Education, Music Pedagogy, Fine Arts Pedagogy; Preschool Education at college level and the majors of Nursing, Preventive Medicine, Midwifery, Dental Prosthetics, Medical Testing Technology, Medical Imaging Technology, Rehabilitation Technology, the entrance criteria can be from good academic performance or higher and graduation scores from 6.5.

Previously, explaining the urgent need to adjust university admission regulations, Deputy Minister of Education and Training Hoang Minh Son said that having too many admission methods and regulations related to early admission methods as present does not ensure fairness in admission. For example, major A of school X has 3 admission methods, each method has its own quota ratio. When looking at the division of that ratio, one will ask oneself: on what basis does school X stipulate that this or that method of major A has that number of quotas...

At the same time, in the 2025 high school graduation exam, there will be a number of new subjects, and universities can add those subjects to their combinations. Therefore, enrollment activities in recent years, and even from 2025, will basically remain stable.
