The above figures were given by Prime Minister Pham Minh Chinh when presenting the Government's report on the implementation of the socio-economic development plan and the State budget in the first months of 2025, at the 9th Session of the 15th National Assembly, on the morning of May 5.

Handling long-standing project backlogs, wasting resources

Specifically, the Prime Minister stated: " The work of preventing and combating waste has received special attention and achieved positive results, especially in handling backlogged and prolonged projects and works that have caused loss and waste of resources. In particular, the Government has completed reviewing and proposed the Politburo and the National Assembly to remove obstacles for over 2,200 projects with a total capital of nearly 5.9 million billion VND (equivalent to about 235 billion USD) and a total land use scale of about 347,000 hectares ".

The Prime Minister also said that in the first months of 2025, implementing the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, and the Government, the Prime Minister will resolutely reorganize and streamline the apparatus of the Government and local authorities, ensuring synchronization, unity, smoothness, efficiency, and not causing interruptions or affecting the operations of agencies, organizations, businesses, and people.

" The arrangement and streamlining of the Government apparatus has been completed to 14 ministries and 3 ministerial-level agencies (reducing 8 ministries, ministerial-level agencies, and agencies under the Government). At the same time, the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model have been quickly, drastically, and effectively implemented ," said the Prime Minister.

The Prime Minister's report stated that 13/13 general departments and equivalents were reduced; 519 departments and equivalents were reduced (77.6% reduction); 219 departments and equivalents were reduced (54.1% reduction); 3,303 branches and equivalents were reduced (91.7% reduction); 203 public service units were reduced (38% reduction). The payroll at ministries and branches was reduced by about 22,000 people (reaching about 20%).

At the same time, the Government promotes decentralization, delegation of power, administrative procedure reform, improves the investment and business environment, reduces compliance costs, and creates favorable conditions for people, businesses, foreigners, and foreign experts.

The Prime Minister emphasized the need to strictly implement the Work Program and Conclusion of the Central Steering Committee on preventing and combating corruption, waste and negativity; focus on perfecting institutions and solutions to prevent corruption; strengthen inspection, examination and implementation of inspection conclusions; step up the settlement of complaints and denunciations and citizen reception.

Accordingly, the Government conducted 1,538 administrative inspections and 4,135 specialized inspections and checks; discovered economic violations of VND 2,058 billion and 720 hectares of land; recommended consideration and administrative handling of 381 groups and 1,083 individuals; transferred 26 cases and 15 subjects to the investigation agency for further consideration and handling.

Completed 607 inspection conclusions, accounting for 25.4% of the total number of inspection conclusions being urged and checked; received 92,290 petitions and processed 90,024 petitions of all kinds.

In addition to the achievements, the Prime Minister frankly pointed out the limitations and shortcomings that need to be resolutely addressed, including the fact that decentralization and delegation of power are not thorough and are still concentrated in the Central Government, causing congestion and inconvenience to lower levels.

Good growth can exempt hospital fees for the people

To achieve the growth target of 8% or more, the economic scale reaching over 500 billion USD (expected to rank 30th in the world, up 2 places), and GDP per capita in 2025 reaching over 5,000 USD, the Prime Minister said that all levels, sectors, and localities continue to resolutely, synchronously, and effectively implement the tasks and solutions set out in all fields.

First, the Prime Minister emphasized the priority of promoting growth associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy; striving to increase State budget revenue by over 15%; adjusting State budget deficit to 4 - 4.5% of GDP when necessary and saving expenditure, especially regular expenditure to increase development investment expenditure.

At the same time, promote disbursement and effective use of public investment capital, with focus and key points, not spread out; strive for the disbursement rate of public investment capital in 2025 to reach 100% of the plan.

" Resolutely prevent and combat smuggling, trade fraud, counterfeit goods, fake goods, and poor quality goods, especially medicines, nutritional products, and functional foods; prevent, strictly handle, and put an end to false advertising ," the Prime Minister emphasized.

Another important task mentioned by the Prime Minister is to summarize specific mechanisms, policies, and pilot models for legalization in conjunction with promoting decentralization, delegation of power, expanding the scope and subjects of application, especially the mechanisms and policies that the National Assembly has allowed to be applied in 10 localities and have proven effective.

In addition, build specific policies to develop border economic zones, free trade zones, economic zones with great potential such as Van Don, Van Phong, new economic zones...

In 2025, according to the Prime Minister, it is necessary to abolish at least 30% of unnecessary business investment conditions; reduce at least 30% of administrative procedure processing time; reduce at least 30% of administrative procedure costs; complete public administrative service centers at ministries, branches and localities to handle administrative procedures for people and businesses; ensure smooth and continuous implementation of administrative procedures in the process of arranging administrative units and organizing 2-level local governments...

" Deeply reform state governance, perfect the organizational model of the political system with the spirit of not doing things half-heartedly, doing them thoroughly and completely, " the Prime Minister noted.

Emphasizing the need to strengthen control over power, prevent and combat corruption, waste and negativity with a resolute spirit of "non-stop, non-stop", the Prime Minister set a goal of improving the efficiency of recovering money and assets lost or misappropriated in criminal cases related to economics and corruption.

The Prime Minister also mentioned the task of accelerating economic restructuring, establishing a new growth model, taking science and technology, innovation and digital transformation as the main driving force. Effectively implementing the approved compulsory transfer plans for weak banks.

According to the target set by the Government leaders, by 2025, the country will strive to have over 3,000 km of expressways and over 1,000 km of coastal roads; speed up the implementation of North-South expressway component projects in the 2021-2025 period and other important and driving projects.

In addition, the Prime Minister said that it is necessary to allocate resources to exempt tuition fees for preschool and primary school students, ensuring the right purpose and effectiveness right from the 2025-2026 school year. Mobilize resources to build boarding houses for ethnic minority students.

Along with that, we continue to invest in developing preventive medicine and primary health care; constantly improve the quality of health services, shifting from medical examination and treatment to people's health care, aiming at the goal of free hospital fees for all people.

" This is a difficult task, but if we do it well and grow well, we can do it with the current budget collection rate ," the Prime Minister affirmed and requested to urgently complete the construction and put Bach Mai and Viet Duc hospitals, branch 2, into operation in 2025.
