The Ministry of Industry and Trade has just issued many Circulars on National Technical Regulations on safety of industrial explosives products.
Specifically, the Circulars issued by the Ministry of Industry and Trade are as follows:
Circular 30/2024/TT-BCT dated December 25, 2024, promulgating the National Technical Regulation on Safety of Industrial Explosives - Amonit AD1 Explosives;
Circular 31/2024/TT-BCT dated December 25, 2024, promulgating National technical regulations on safety of industrial explosives - primers used for industrial explosives;
Circular 32/2024/TT-BCT dated December 25, 2024, promulgating National technical regulations on safety of industrial explosives - electric detonators No. 8;
Circular 33/2024/TT-BCT dated December 25, 2024, promulgating the National Technical Regulation on safety of industrial explosives - emulsion explosives used for underground mines and underground works without explosive gas;
Circular 34/2024/TT-BCT dated December 25, 2024, promulgating the National Technical Regulation on Safety of Industrial Explosives - ANFO Explosives;
Circular 35/2024/TT-BCT dated December 25, 2024, promulgating the National Technical Regulation on Safety of Industrial Explosives - Differential Electric Detonators;
Circular 36/2024/TT-BCT dated December 25, 2024, promulgating the National Technical Regulation on Safety of Industrial Explosives - No. 8 Detonators;
Circular 37/2024/TT-BCT dated December 25, 2024, promulgating National technical regulations on safety of industrial explosives - industrial slow-burning fuses;
Circular 38/2024/TT-BCT dated December 25, 2024, promulgating National technical regulations on safety of industrial explosives - water-resistant detonating cords;
Circular 39/2024/TT-BCT dated December 25, 2024, promulgating National technical regulations on safety for explosion-proof lighting with voltage up to 220 V used in underground mines;
Circular 40/2024/TT-BCT dated December 25, 2024, promulgating the National Technical Regulation on safety for explosion-proof soft starters with voltage up to 6 kV used in underground mines.
The Technical Regulations attached to the above Circulars all take effect from July 1, 2025.
Regarding implementation, the Ministry of Industry and Trade assigns the Chief of the Ministry's Office, Directors of the Departments of: Industrial Safety Techniques and Environment, Chemicals; Director of the Department of Science and Technology; Directors of the Departments of Industry and Trade of provinces and centrally run cities; Heads of relevant agencies, organizations and individuals to be responsible for implementing this Circular.
