Ministry of Industry and Trade issues plan to ensure growth of 8.3% - 8.5% in 2025

DNVN - On August 8, the Ministry of Industry and Trade issued Plan No. 590/BCT-KHTC, signed by Minister Nguyen Hong Dien. This plan aims to concretize Resolution 226/NQ-CP of the Government on growth targets for sectors, fields, localities and key tasks and solutions to ensure the country's growth in 2025 reaches 8.3% - 8.5%.

The plan clearly states that from the beginning of 2025, the Ministry of Industry and Trade has proactively developed a growth scenario for the industry corresponding to double-digit economic growth in 2025 under the direction of the Prime Minister in Official Dispatch No. 140/CD-TTg of the Prime Minister dated December 27, 2024.

To implement Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for industries, sectors and localities to ensure the national growth target in 2025 reaches 8% or more, the Ministry of Industry and Trade has developed growth scenarios for the industry by month/quarter in Document No. 1729/BCT-KHTC dated March 11, 2025.

Accordingly, the targets on exports, trade balance, and total retail sales of goods and consumer service revenue assigned by the Ministry of Industry and Trade in Resolution No. 25/NQ-CP dated February 5, 2025 of the Government all correspond to the double-digit growth scenario.

After 7 months of 2025, up to now, some targets of the industry have not met the set scenario. Therefore, based on the results of the implementation of growth targets of the industry and sectors in the first 7 months of the year, the ability to mobilize resources, the driving forces, and room for development in the last months of the year, the Minister of Industry and Trade requested that units urgently develop growth scenarios (with solutions) for the remaining months and quarters of the year for the sectors under their charge to strive to achieve and exceed the growth targets of the whole year.

Regarding promoting traditional growth drivers, Minister Nguyen Hong Dien directed: The Department of E-commerce and Digital Economy , the Department of Industry, the Department of Planning, Finance and Enterprise Management to focus on implementing and disbursing 100% of the state budget investment capital plan for 2025 assigned by the Ministry of Industry and Trade; develop plans, progress and monthly capital disbursement targets for each investor; identify and promptly remove arising problems of each project; proactively have solutions to manage capital plans to ensure sufficient capital for projects that are capable of implementation and disbursement; ensure project progress.

Electricity Department, Domestic Market Management and Development Department, Oil, Gas and Coal Department: Prepare plans and scenarios to respond to emerging situations, increase hydropower exploitation during the rainy season, ensure balance of domestic energy and gasoline, ensure energy security to serve production and business needs. In addition, prepare plans to supply and regulate power sources to ensure power supply during the hot season, complete investment preparation procedures, deploy and complete, put into operation large power source and transmission projects.

At the same time, research and immediately adjust some of the problems in the Decrees on: the mechanism for direct electricity trading between renewable energy power generation units and large electricity users; mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power. The Electricity Department, the Industry Department, the Department of Innovation, Green Transformation and Industrial Promotion promote the development of equipment manufacturing industry serving the renewable energy industry, and localize the railway industry to serve national railway projects.

Effectively implement the adjusted Power Plan VIII; focus on removing difficulties, strive to soon put important power source and grid projects into operation in 2025 to ensure sufficient electricity supply for production and daily life.

In the long term, it is necessary to continue to improve the legal framework for industrial development based on the guidelines in the four Resolutions, which are the "four pillars" of the Politburo. Specifically, promoting the development of supporting industries, increasing the localization rate, focusing on encouraging technological innovation, digital transformation and green production to improve productivity and added value of products through expanding digital transformation consulting support programs for small and medium-sized manufacturing and processing enterprises.

Promote traditional growth drivers and unleash new growth drivers to ensure the growth target for the whole year. In particular, green production and energy saving, continue to perfect the legal framework and guidelines for implementing the revised Law on Energy Saving and Efficiency, set specific targets for reducing energy standards per unit of product.

Encourage businesses to invest in emission reduction and waste recycling technologies. Early promulgation of carbon emission standards in industrial production, towards the formation of a domestic carbon market, thereby creating momentum for the green transformation industry according to the Net-Zero 2050 commitment.

Support domestic enterprises to improve their competitiveness, especially small and medium enterprises; implement the policy of expanding the participation of private enterprises in important national projects in Resolution No. 68-NQ/TW of the Politburo on private economic development; create conditions for domestic industrial enterprises to produce, manufacture, and supply products for key projects on transportation (roads, railways), energy, digital infrastructure, etc.

Consider implementing a number of large-scale mineral exploitation and processing projects (Thach Khe iron mine, Co Dinh chromite mine, bauxite processing projects...) to create additional growth resources, while also creating input materials for a number of industries such as metallurgy and materials.

Ensure electricity supply for production and consumption according to Official Dispatch No. 4010/CD-BCT dated June 3, 2025 on ensuring electricity supply during peak months of 2025 and the coming time. Promote decentralization, decentralization, administrative procedure reform, national digital transformation; promote private investment; effectively and thoroughly handle difficulties, obstacles, and backlog projects.

Regarding promoting consumption and effectively exploiting the domestic market, the Minister requested the Trade Promotion Agency, the Department of E-commerce and Digital Economy; and the Department of Domestic Market Management and Development to implement trade promotion activities and distribute goods via digital platforms, striving for annual e-commerce growth of over 25%.

In addition, support the provision of market information and legal advice to businesses to open up the domestic market; promote the campaign "Vietnamese people prioritize using Vietnamese goods", build a distribution system of "Quintessence of Vietnamese goods", "Proud of Vietnamese goods"..., contributing to increasing consumers' access to domestic goods. There should be initiatives to create trends and movements for consuming goods produced in Vietnam. Develop specific plans, regularly, continuously and effectively implement the fight against smuggling, trade fraud, counterfeit goods, fake goods, poor quality goods, and intellectual property violations.

Regarding export promotion and harmonious trade development with other countries, the Minister requested the Multilateral Trade Policy Department, the Foreign Market Development Department, the Import-Export Department, and the Trade Promotion Department to continue negotiating reciprocal trade with the United States to achieve the most favorable commitments for Vietnam, towards a comprehensive trade agreement, further strengthening the Vietnam-US economic and trade relations in a balanced and sustainable direction.

In addition, continue to discuss and negotiate new trade agreements with the United States, and actively and promptly implement trade agreements signed or committed to with the United States, ensuring clear and substantive effectiveness in line with Vietnam's interests. Closely monitor the progress of negotiations and the implementation of reciprocal trade agreements between the United States and other countries, and promptly propose appropriate response measures.

Proactively research, advise on negotiations, and sign cooperation agreements with new markets; focus on exploiting and making the most of opportunities from key and strategic markets; promote FTA negotiations, implement the Prime Minister's direction on signing MOUs and rice trade agreements with Brazil, the Philippines, Malaysia, Indonesia, etc. Strengthen inspection and control of the issuance of certificates, and strictly handle acts of origin fraud.

Effectively exploit signed FTAs. Immediately implement negotiations and soon sign new FTAs, especially with Middle Eastern countries, India, Africa, Latin America, and upgrade the ASEAN Trade in Goods Agreement...

Regarding promoting new growth drivers, Minister Nguyen Hong Dien requested the Department of Innovation, Green Transformation and Industrial Promotion, the Department of Financial Planning and Enterprise Management, the Department of Legal Affairs, the Inter-sectoral Steering Committee for International Economic Integration to preside over and coordinate with units to continue to resolutely, synchronously and effectively implement the Politburo's "four pillars" Resolutions (Resolutions No. 57-NQ/TW, 59-NQ/TW, 66-NQ/TW, 68-NQ/TW), new development drivers, including science and technology, innovation, digital transformation, development of high-quality human resources, and effectively exploiting the advantages of deep international integration. At the same time, the Minister also directed functional units in the Ministry to propose solutions to ensure that local governments at two levels operate smoothly and effectively, supporting people and businesses.
