Also attending were Mr. Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches, sectors and localities, and the Power Project Management Board 1 - EVN. The working session was organized in person and online to 11 related communes.

The 500kV Lao Cai – Vinh Yen transmission line project is a national key project with a total investment of over 7,400 billion VND; the route passing through Lao Cai province in 13 communes, the route length is nearly 140 km; a total of 273 pole positions and 132 anchorages on the route corridor.
At the meeting, the Party Committee and People's Committee of 13 communes related to the Project reported specifically on the progress of site clearance, resettlement arrangements, tree felling progress, and support for people to clean up and move houses and belongings to hand over the site.
Localities also raised a number of difficulties and proposed solutions, focusing on compensation, support and resettlement; requested contractors to closely coordinate with local authorities during the construction process, and take measures to prevent soil and rocks from rolling and drifting, causing damage to people's property.

The representative of the Power Project Management Board 1 - EVN requested the communes to urge households to complete the collection of trees, crops, dismantle houses, structures and move to new residences before August 15, 2025, to ensure safety in the process of laying wires, energizing and operating safely. At the same time, approve the compensation and resettlement support plan so that people can soon hand over the entire route corridor to the construction unit.

Responding to the recommendations, the Provincial Party Secretary, the Provincial People's Committee Chairman and leaders of relevant departments, agencies and sectors proposed specific plans and measures to promptly resolve the difficulties. Comrade Trinh Thi Thu Huyen - Deputy Director of the Department of Agriculture and Environment was assigned to take overall responsibility for compensation and resettlement support.
At the meeting, relevant departments and agencies also reported on the progress and support for people in site clearance. Accordingly, the Provincial Military Command mobilized more than 3,000 working days to support the construction of the section from column 100 to column 113 (package 3) in Khanh Hoa commune.
In the coming time, the Provincial Military Command will deploy 13 columns (from column 100 - column 113) with an area of over 20 hectares. At the same time, it will be the main force to help households in need of support in cutting down trees and clearing crops.

The Provincial Youth Union has directed the establishment of 13 volunteer youth teams in 13 communes where the project passes through; deployed support for cutting down trees and cleaning up the route corridor in 5 communes according to people's needs; and supported the dismantling of 33/82 houses and 33/68 structures in 7 communes.
The Provincial Women's Union has directed and assigned staff to join the working group to go directly to each affected household to grasp the situation, listen to their thoughts and aspirations, promptly answer questions and coordinate with relevant agencies and local authorities to remove difficulties.
To ensure the progress of the project as directed by the Prime Minister, Chairman of the Provincial People's Committee Tran Huy Tuan requested the construction unit to closely coordinate with local authorities to develop a plan to implement detailed tasks for each commune. He requested that communes, when encountering difficulties or problems, directly consult with provincial leaders and complete site clearance work before August 14.

Concluding the working session, Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the role and responsibility of the provincial leaders, 3 working groups, and commune leaders in implementing Conclusion No. 68 of the Provincial Party Committee Standing Committee; thereby, he had a firm grasp of the area, advised the province to have a timely and close direction plan, contributing to basically completing the site clearance work to serve the Project.
The Provincial Party Secretary requested the Chairman of the People's Committee to continue directing the removal of difficulties so that localities can complete the site clearance work. He requested the EVN Power Project Management Board 1 to urgently review the number of anchoring poles, locations that need to be cleared, the number of participants, and report in detail on the morning of August 13 to immediately implement measures and quickly clear the route corridor; assign this task to the Provincial Military Command in charge, and the Youth Union to coordinate and urgently mobilize forces, ready to participate in support work.

The women's force, together with the Vietnam Fatherland Front, is ready to support units in the final stage, clearly demonstrating the responsibility and role of the people when implementing major national projects; continuing to promote propaganda work, focusing on praising, encouraging and rewarding typical collectives and individuals in the process of implementing the Project.
The Provincial Party Secretary emphasized: The Provincial Military Command, Youth Union, and Women's Union are the main forces during this time.
