Ensure progress, strive to open Tuyen Quang - Ha Giang, Huu Nghi - Chi Lang, Dong Dang - Tra Linh expressways in 2025

The Tuyen Quang - Ha Giang Expressway Project (Phase 1) is being implemented. The section through Tuyen Quang province (old) is 77 km long, of which the first 12.5 km is invested in a 4-lane scale, the remaining 64.5 km is 2-lane scale. Up to now, the site clearance work has reached 99.98%, only some households in some communes and wards are still stuck; 24 resettlement areas have completed technical infrastructure, land has been arranged for 471/479 households. The relocation of technical infrastructure is basically completed. Contractors have implemented 6/7 construction packages, the implementation value reached 43.14% of the contract, nearly 17% behind schedule due to site clearance problems, heavy rain and lack of materials. The province aims to complete the 64.5 km 2-lane section before December 19, 2025.

The project section through Ha Giang province (old) is over 27 km long. Up to now, the compensation and site clearance work has been completed for 2,482,767 m2 related to 763 households and individuals in the communes. The relocation of infrastructure and techniques has been completed to serve the site clearance. The province has completed the construction of 3 resettlement areas. The project includes 3 construction packages, currently contractors are organizing the construction of excavation, embankment of roadbeds, bridges, horizontal drainage culverts, underpasses for people, construction of precast structures, mechanical ditches, top ditches, and water levels. The output value to date has reached 67.5% of the construction contract value, 12% behind the output plan, main items.

The Dong Dang – Tra Linh Expressway project has a total length of about 121 km, the investment scale of phase 1 is 2 lanes. To date, the construction volume has reached 34.34% of the contract value. The biggest difficulty at present is related to some tax refund procedures, while compensation and resettlement work in Cao Bang is still slow. The project's goal is to strive to basically complete phase 1 by the end of 2026.

The Huu Nghi - Chi Lang Expressway project is implemented under the BOT form, and to date, the site clearance work has been completed 96.6%. The construction value is approximately 35% of the contract value. The project implementation process has encountered great difficulties in terms of capital due to the need to increase by VND 2,700 billion when adjusting the investment policy, increasing the scale of the Tan Thanh - Coc Nam section from 2 to 4 lanes. Despite many difficulties, Lang Son province and the investor are committed to focusing all resources to complete the route in 2025 in accordance with the direction of the Prime Minister.

All provinces have submitted proposals to the Government to remove difficulties and ensure project progress. Tuyen Quang province proposed that the Government and the Prime Minister pay attention to allocating 5,437 billion VND of central budget capital for the 2026-2030 period to invest in upgrading the Tuyen Quang - Ha Giang expressway section from 2 lanes to 4 lanes according to the plan, and at the same time allow the design of phase 1 to be adjusted to ensure technical synchronization. Lang Son province proposed to soon approve the adjustment of the investment policy of the Huu Nghi - Chi Lang expressway project in August 2025, and at the same time support additional capital to meet the demand for an additional 2,700 billion VND due to the expansion of the Tan Thanh - Coc Nam section from 2 to 4 lanes, because the ability to balance the local budget is still limited. Cao Bang province requested the Central Government to continue to pay attention to supporting to remove difficulties in capital and construction materials for the Dong Dang - Tra Linh expressway project, at the same time resolutely direct the work of site clearance and resettlement, striving to hand over the entire route in September 2025.

Speaking at the meeting, Secretary of the Provincial Party Committee Hau A Lenh affirmed the province's high political determination in implementing key transport projects. He emphasized that Tuyen Quang will direct resolutely, mobilize the entire political system to participate, both focusing on completing phase 1 of the Tuyen Quang - Ha Giang expressway project and urgently preparing documents to implement phase 2, striving to achieve the set progress from now until the end of the year. He also expressed his hope that the Government and the Prime Minister will pay attention and consider supporting additional funding so that the province can implement the project synchronously and effectively. During the implementation process, there will certainly be many difficulties and obstacles. He requested the Deputy Prime Minister and leaders of central ministries and branches to continue to pay attention, direct, and promptly remove them so that Tuyen Quang can soon complete its goals, put the project into operation, serve socio-economic development and people's lives.

Deputy Prime Minister Bui Thanh Son acknowledged and highly appreciated the drastic participation of Party committees, authorities and the efforts of investors and construction units in the past time. Thereby, the Tuyen Quang - Ha Giang, Huu Nghi - Chi Lang, Dong Dang - Tra Linh expressway projects have had clear changes, many items have been accelerated, and site clearance work has basically achieved positive results. However, the overall progress of the projects is still slow compared to requirements; some difficulties in capital, material sources, technical infrastructure relocation and resettlement have not been thoroughly resolved. Without strong and synchronous solutions, it will be very difficult to ensure the goal of opening the route in 2025.

The Deputy Prime Minister emphasized: From now until the end of the year, there are still 4 months to complete the projects, the target is unchanged. Therefore, it requires localities to continue to focus highly, mobilize the entire political system to resolve the remaining problems, ensure sufficient supply for construction with the highest determination. It is necessary to innovate thinking and ways of doing things, overcome unfavorable weather problems. For investors, project management boards and contractors, the Deputy Prime Minister requested to increase human resources, means, organize construction in three shifts, four shifts, overcome weather difficulties, focus on key routes, ensure progress and quality. Do not let quality supervision go to catch up with progress, especially for bridge, tunnel and roadbed projects on complex terrain.

The Deputy Prime Minister assigned the Ministry of Finance to urgently advise on balancing and supplementing capital sources to meet the needs of project implementation; the Ministry of Construction to strengthen inspection, guidance, and removal of procedures, ensuring technical synchronization during the implementation process. At the same time, he requested contractors to uphold their sense of responsibility, make clear commitments on the progress of completing each bid package and each item, and avoid delays.

The localities of Tuyen Quang, Lang Son and Cao Bang must consider this an important political task, creating momentum for socio-economic development, strengthening regional connectivity and promoting regional linkages in the northern mountainous region.
