Also attending were Vice Chairman of the Provincial People's Committee Nguyen Bich Ngoc ; Director of the Department of Construction Luong Tuan Hung ; Secretary of the City Party Committee Le Hai Hoa ; leaders of the Departments of Finance, Agriculture and Environment; Industry and Trade; and the Provincial Traffic Construction Investment Project Management Board.

The working delegation surveyed the construction progress of the Project to renovate and upgrade the road from Xuan Hoa town to Thong Nong town (Ha Quang) and the Provincial Police Command Center Project;Pac Khuoi Hydropower Project; Hong Nam Hydropower Project (Hoa An).

Accordingly, the project to renovate and upgrade the road from Xuan Hoa town to Thong Nong town has a total investment of 400 billion VND, with a route length of 30.349 km; on the route there are 3 medium bridges, passing through 5 communes and towns of Ha Quang and Hoa An districts. Currently, construction package No. 01 (route Km 0+00 - Km 12+00), the completed volume is about 99.52%; construction package No. 02 (route Km 12+00 - Km 29+700) is carrying out construction, clearing and technical treatment of some landslide locations; the construction package of 3 medium bridges on the route, the completed volume is about 98.80%, expected to complete the entire package by April 15.

For the Provincial Police Command Center Project, up to now, the volume has reached 75% of the total project, striving to complete in October 2025.

Pac Khuoi Hydropower Project is invested by Su Pan 1 Hydropower Joint Stock Company. Investment scale: 7MW capacity; land area: 68 hectares; total investment: 222.1 billion VND. The project has been under construction since 2017, however, it was not until February 15, 2023 that site clearance was completed to implement phase 1 and construction. Up to now, the land area has not been land clearance The Company has not been allocated land to implement the 47.23 ha project. It is coordinating with Hoa An district to measure and count the land area, trees and crops in the reservoir area and synthesize a compensation plan according to regulations.

Hong Nam Hydropower Project belongs to Cao Bang Energy Joint Stock Company. The project has a land area of ​​138.4 hectares; the total estimated investment capital is about 849.9 billion VND. The project started construction in the fourth quarter of 2019, and is currently constructing and installing the main construction items. The project's construction volume has reached about 96%; it is expected that in the second quarter of 2025, the project will be completed, accepted and put into operation. The unit requests that all levels and sectors speed up the progress of preparing, appraising and approving compensation plans for assets of households, individuals and organizations; pay attention to speeding up the appraisal and approval process of the remaining procedures so that the project can be put into operation soon.

At the survey points, the Provincial Party Secretary requested investors, agencies, units, leaders of the City and Hoa An district to continue to closely coordinate, resolve difficulties and obstacles in the process of implementing the projects; enterprises proactively work with local authorities to have plans to support compensation and site clearance for people to soon hand over the construction site; continue to pay attention to issues related to procedures, environment, ensuring occupational safety and hygiene, and construction quality; mobilize human and material resources, urge to speed up the construction progress to ensure completion time as planned, put into operation soon, contribute to providing clean energy sources, coordinating the flow, contributing to the local budget revenue.

Next, Provincial Party Secretary Quan Minh Cuong and the delegation worked with the Quan Tam Animal Feed and Yeast Production Factory Project in Chu Trinh Commune (City), with an annual investment scale of producing about 500 tons of probiotic yeast and 500 tons of fruit yeast. The land use area is about 47,915 ^m2 ; the total investment capital is over 46.6 billion VND. The project started construction in October 2022, and to date, the construction items of phase 1 have basically been completed; the design documents and construction drawings are being prepared to deploy the fruit yeast production factory.

At the meeting, the Provincial Party Secretary acknowledged the efforts of the enterprise in proactively investing, expanding production, and developing business. Listening to the difficulties, obstacles, and suggestions of the enterprise. He suggested: The enterprise should proactively complete the related procedures and send them to the Department of Agriculture and Environment to guide the enterprise in carrying out the procedures for applying for an environmental license for the project; continue to coordinate with the functional forces to research and carry out the procedures for granting fire prevention and fighting records to have a feasible plan for the enterprise. Proposing the Department Agriculture and Environment , City People's Committee, Chu Trinh Commune People's Committee guide and support enterprises to resolve difficulties in site clearance and re-check and re-measure the actual total area of ​​the project to serve as a basis for signing land lease contracts according to regulations. Departments and branches create favorable conditions for enterprises to soon complete the project, put it into operation, create revenue for enterprises, and jobs for local workers.
