Nghe An province has just announced the results of the 2023 Administrative Reform Index (PAR INDEX) of provincial departments, branches, and People's Committees of districts, cities, and towns.
Specifically, the rankings are as follows:


The set of criteria for determining the Administrative Reform Index (PAR) at the departmental level is stipulated in Decision No. 3323/QD-UBND dated October 16, 2023 of the Provincial People's Committee promulgating the Regulation on assessment and ranking of PAR work of agencies and units in Nghe An province.
According to Decision 3323, the set of criteria for evaluating and ranking the Public Administration Reform Index of provincial departments and branches is structured into 7 assessment areas, 48 criteria and 89 component criteria, specifically:
- Administrative reform direction and management: 8 criteria and 12 component criteria;
- Institutional reform work: 6 criteria and 9 component criteria;
- Administrative procedure reform: 7 criteria and 18 component criteria;
- Organizational reform: 5 criteria and 11 component criteria;
- Reforming the civil service system: 8 criteria and 13 component criteria;
- Public finance reform: 5 criteria and 12 component criteria;
- Building and developing e-government and digital government: 9 criteria and 14 component criteria.


Methods, procedures for evaluating and determining the administrative reform index
Self-assessment: Departments, branches and localities self-monitor, evaluate and self-score the results of administrative reform implementation of their units according to the set of criteria and component criteria specified in the Administrative Reform Index at the department and district levels and the guidance of the Department of Home Affairs. At the same time, attach verification documents to update the scoring software to determine the Administrative Reform Index of Nghe An province.
Appraisal: The Appraisal Council determines the PAR Index of provincial departments, branches, and People's Committees of districts, cities, and towns established by the Chairman of the Provincial People's Committee. Its members include: The Standing Vice Chairman of the Provincial People's Committee as Chairman of the Appraisal Council, the Vice Chairman of the Appraisal Council is the Director of the Department of Home Affairs. The members of the Council are representatives of the leaders of the Provincial People's Committee Office and leaders of the Departments of Home Affairs, Finance, Information and Communications, and Justice. At the same time, a Working Group is established to assist the Council. The Working Group advises the Council on the self-assessment scores of departments, branches, and People's Committees of districts, cities, and towns on the PAR scoring software of Nghe An province.
After completing the appraisal period, the member units of the Appraisal Council print the results on the software system and sign to confirm the scoring results in the areas they are responsible for, and send them to the Standing Office of the Council. The Standing Office synthesizes the results, reports and asks for the opinion of the Chairman of the Appraisal Council for comments. Then, submits to the Chairman of the Provincial People's Committee the Decision to announce the Index and ranking.
Through sociological investigation : Evaluation through sociological investigation, based on surveys, taking opinions of different groups of subjects.
Evaluation for departments and branches, sociological investigation to collect opinions from department leaders, department-level leaders, representatives of civil servants, department-level leaders of district-level People's Committees to evaluate the managing departments and branches, people and businesses that have performed administrative procedures with departments and branches in 2023.
The results of the Administrative Reform Index are scored on a 100-point scale , in which the score by the Provincial Appraisal Council based on the self-monitoring, evaluation and scoring of departments, branches and localities is 69.5/100 points; through sociological surveys is 30.5/100 points in 6 areas.
